Department Recommendation:

Approve the Citizens Advisory Committee’s recommendation to appoint Jennifer Fawkes and Lacey Todd to fill vacant voting positions on the Citizens Advisory Committee.                                                                              

 

Background Discussion:

The Citizens Advisory Committee (CAC) consists of eleven (11) members. There are currently two (2) vacancies on the committee. If this appointment is approved by Council, Jennifer Fawkes will fill the vacancy for a vacated position whose term will end in June of 2026.  Lacey Todd will fill a vacancy whose term will end in June of 2025 and will need to be reappointed at that time.

 

The CAC meets monthly for a variety of purposes including:

 

                     Annually review the City’s use of the Measure T Public Safety Sales Tax commenting on the City Manager’s certified budget and the outside auditor’s review of monies spent.

                     Provide two (2) members to sit on the Measure N Oversight Committee.

                     Provide training, review, and recommendations to Council for the distribution of non-profit youth grants.

                     Provide input on the City’s use of Community Development Block Grants (CDBG) and other programs from Housing and Urban Development (HUD).

                     Provide Council feedback on an annual basis with regards to proposed new and/or increased fees and rates.

 

If the recommended appointments of Jennifer Fawkes and Lacey Todd are approved by Council, the eleven (11) member committee will be made up of the following members:

 

 

 

 

 

 

 

 

Applicants:

Jennifer Fawkes has been a Visalia resident for 35 years and has a background in media, marketing and communications.  Jennifer currently serves as the Tulare County Public Information Officer and through the CAC hopes to help keep Visalia vibrant for residents and visitors.

 

Lacey Todd has been a resident of Visalia for 10 years and is a Tulare County realtor.  She is passionate about helping people and want to serve the community by making it better.  Her goal is to help City Council make decisions to move Visalia forward in a positive way.
