Department Recommendation:
Staff recommends that the City Council authorize city staff to execute construction change order #1 for $346,736 to Agee Construction Corp for the Riggin Avenue Widening Project Kelsey St to Shirk St to install approximately 2,583 linear feet of new 12” water main line along Riggin Ave between Kelsey St to Shirk St.
Summary:
The Riggin Avenue Widening Project incorporated a Cal Water main to be installed as part of the City project to prevent future trenching of the new roadway, Cal Water agreed to reimburse the City for this new water main. Cal Water produced construction plans that differed from the original City design, this resulted in an increase cost of $346,736 over the original bid amount of $307,800, for a total of $654,536 to complete the Cal Water main installation.
Background Discussion:
The Riggin Avenue Widening Project spans from Kelsey St to Shirk St and consists of widening the existing 2-lane street to a divided 4-lane street with the construction of center medians, landscaping, street lighting, interconnect conduit, storm drainage, turn pockets, Class IV bike lanes, Cal Water main installation and the signalization of Riggin Ave and Shirk St.
A construction contract was awarded in April 2025, Cal Water plans were finalized in July 2025. The water main shown on the City construction plans called for 2,583 LF of 12" pipe and three (3) fire hydrants. The construction plans did not specify that ductile iron pipe was required. The Cal Water plans specified 2,583 LF of 12" ductile iron pipe, three (3) fire hydrants, three (3) gate valves, one (1) 1" irrigation service, and two (2) main line offsets. The Contractor submitted a cost for the change to ductile iron pipe and the additions of the gate valves, irrigation service, and main line offsets. This resulted in a $346,736 increase to the original bid.
The Cal Water plans also included a cost estimate for all this work. Based on this review the increase was deemed fair and within 5% of the Cal Water reimbursable amount. Due to scheduling constraints staff had the City contractor move forward and complete this work. The final construction cost for the Cal Water facilities will be provided to Cal Water for final reimbursement to the City.
This change order was approved by the Change Order Committee on December 10th, 2025.
Fiscal Impact:
Riggin Avenue Widening Project is a multi-funded project with funds budgeted from Transportation Impact Fee (241), Measure R Regional Fund (133), and an Economic Development Administration Grant.

Project has the budget to cover the cost of change order #1. Following the completion of the water main installation staff will work with Cal Water to complete the reimbursement process. The total cost for the water main will reflect as a credit against the project budget.
