Department Recommendation:  Staff recommends that the City Council authorize the filing of the Notice of Completion for the Valley Strong Stadium (Recreation Park) expansion & remodel of the Clubhouse & batting cage: Task 2 - Clubhouse & Related Site Work.

 

Summary:

Task 2 - Clubhouse & Related Site Work expanded & retrofitted the existing clubhouse at the Valley Strong Stadium (Recreation Park baseball stadium) to comply with Minor/Major League Baseball (MiLB/MLB) requirements. The improvements included expanding the existing 6,130 square foot (SF) clubhouse to approximately 7,530 SF, demolishing the existing 1,920 SF batting cage/pitching tunnel that was replaced in Task 1. The project also included site improvements in the vicinity of the clubhouse, including ADA upgrades, electrical and plumbing upgrades, fire department upgrades, and solid waste upgrades.

 

Construction of task 2 was part of the design build agreement with 4CGlobal, Inc. dba 4Creeks Build in the amount of $3,222,783.52 with the final cost for task 2 totaling $3,283,349.80.  

 

Background Discussion:

In 2021, Ewing Cole prepared an audit report of the ballpark which graded the facilities to determine if they are in compliance with MiLB/MLB requirements. Several features around the park received grades less than the standard cutoff, including the clubhouse and batting cage. On October 7, 2024 the City Council authorized the City Manager to execute a professional services agreement with 4Creeks, Inc., as a sole-source provider, for the design of the expansion and remodel of the clubhouse at the Valley Strong Stadium in the amount of $420,000; to procure limited construction materials through 4Creeks during the design phase in an amount up to $1,100,000; and to appropriate $4,342,028 from the baseball fund.

 

On February 3, 2025, the City Council authorized the City Manager to execute an emergency Progressive Design-Build Agreement (PDBA) with 4CGlobal, Inc. dba 4Creeks Build, Inc. Subsequently, as required by the PDBA, 4CGlobal presented the City with a proposed cost of $3,222,783.52 for Phase 2, Task 2 - Clubhouse & Related Site Work, which was accepted by the City Council at the August 4, 2025, meeting. This accepted construction proposal demolished and replaced existing hardscapes around the facility and retrofitted and expanded the existing clubhouse. The new clubhouse facility includes a 1,400 SF addition making it a total of roughly 7,530 SF, with the retrofitted space allocated for new home and visitor dining spaces, managers’ offices, additional restrooms, visitor coach locker rooms, and training rooms. The improvements were constructed to comply with Minor League Baseball/Major League (MiLB/MLB) requirements.

 

There were three (3) construction change orders processed for the project, resulting in a total construction cost of $3,285,063.93. The total construction change orders amounted to $62,280.41 (1.92%). The following is a breakdown of the construction change orders.

Owner Directed Change in Scope (CoS):

The change in scope due to owner direction includes replacing the T-Bar grid ceiling in the home locker room due to existing conditions and ease of construction. Also, the HVAC duct curbs and supports were changed from wood to metal to provide better durability and resistance to weather. This change in scope also includes replacing the fascia around the clubhouse from a 2x4 to a 2x10 to match the new addition of the clubhouse. Another added change was the inclusion of 1,000 linear feet of fiber-optic line at the ballpark which was replaced to improve the overall functionality of the facility.

 

Unforeseen Conditions (UN):

The change in scope due to unforeseen conditions included removing and rerouting an existing fire sprinkler test line that was found in the female staff locker room. After coordination with the contractor, this test line was moved to the new mechanical room. Another unforeseen condition found during construction was that while the contractor was demolishing the old batting cage slab, they discovered that the existing sewer line serving the clubhouse was in significantly worse condition than originally anticipated. To properly tie in the new clubhouse plumbing, it was required to replace approximately 30 feet of sewer line inside the clubhouse and another 50’ outside the building - where the new addition would be constructed.

 

Errors & Omissions (E & O):

The change in scope due to errors & omissions includes the cost of adding air smoke detectors into the ducts for two of the HVAC units in the clubhouse. During the design and bid phases air smoke detectors installed within the HVAC ducts to shut down the units were not included in the scope of the project. During construction, and RFI was submitted to confirm if they were required. This change covered the cost of installing two duct smoke detectors, connecting them to the fire alarm system, performing the required testing.

 

As discussed in the August 4, 2025 City Council staff report, there are additional FPE requested items that were included in the project for the facility to meet MiLB/MLB requirements.  These items are not included in the 4CG construction total for the clubhouse. These requested items include fridges, dishwashers, washers & dryers, and lockers. Staff has included the cost for the furniture, fixtures, and equipment (FF&Es) in the updated budget shown below. In accordance with the August 4, 2025 Council approval, staff and First Pitch Entertainment (FPE) met and agreed on the maintenance and replacement responsibilities for all of the FFE items. A separate side letter agreement prepared by the City Attorney’s office has been prepared and signed by FPE and the City.

 

 

Fiscal Impact: 

The total budget for completion of the Valley Strong Stadium (Recreation Park) Expansion & Remodel of Clubhouse & Batting Cage: Task 1 - Batting Cage & Related Site Work and Task 2 - Clubhouse & Related Site Work is $5,976,052 from the Baseball Fund which is subsidized by the General Fund.


Included in this budget is the contract amount awarded to 4C Global, Inc., contingency, FF&E, items and support costs such as professional design services and materials testing services. The budget is further broken down in Table 1 below. This is one of three projects covered under the agreement that was executed in 2024 between the City of Visalia and First Pitch Entertainment, LLC. That agreement covered projects related to upgrading the sports lighting to LED (completed in 2025); the outfield wall/padding/batter’s eye (recently completed); and the clubhouse/batting cage (batting cage recently completed & clubhouse is this project). An overall budget update of these three projects is shown below in Table 2.

City of Visalia staff, 4Creeks, and First Pitch Entertainment worked together throughout the projects to value engineer and create a working facility that meets MiLB/MLB standards to the best of their ability. Final invoicing for FF&E items are pending.  After costs have been finalized First Pitch Entertainment will reimburse the City for 50% of the actual cost that exceeds the contract amount.

May 5, 2025: The City Council authorized the City Manager to sign a construction contract with Forcum/Mackey Construction Inc., in the amount of $915,000 for the Valley Strong Ballpark Outfield Fence & Batter’s Eye Replacement Project.

 

March 3, 2025: The City Council accepted the construction proposal for Phase 2, Task 1 - Batting Cage & related site work by the Design-Builder, 4CGlobal, Inc. Build for a lump sum amount of $1,867,198.84.
