Department Recommendation: Staff recommends that the City Council authorize the filing of a partial notice of completion for the booster pump installation project at various parks with Quality Landscape Construction, Inc.
Summary:
The scope of work included a construction contract for the installation of new irrigation booster pumps at Blain, Burke, Jefferson, Pinkham, Riverbend, and Summers Parks. The contract was awarded to Quality Landscape Construction, Inc. at the April 15, 2024, City Council meeting in the amount of $434,830.00.
During installation at Summers Park, the contractor encountered an unforeseen electrical issue that required coordination with Southern California Edison. An additional electrical leg is necessary, as the booster pump requires higher amperage to operate properly. Due to delays associated with the installation of this additional electrical leg, work at Summers Park has not yet been completed.
As a result, the contractor has requested partial completion of the project, as retention payment for work already completed is currently being withheld.
Background Discussion:
At the December 20, 2021, City of Visalia Council Work Session, City Council approved the appropriation of $29,364,455 from the American Rescue Plan Act (ARPA), including $1,250,000 allocated for citywide park irrigation improvements. These funds are being used to complete several park projects, including booster pump installations, irrigation system upgrades, and landscape restoration.
Staff identified Blain, Burke, Jefferson, Pinkham, Riverbend, and Summers Parks as needing a booster pump and irrigation upgrades. These parks rely on California Water Service (Cal Water) as the point of connection for irrigation water. Currently, the irrigation systems operate solely on the water pressure provided by Cal Water, which does not allow the systems to function efficiently. The installation of new booster pumps will increase water pressure, improve irrigation efficiency, reduce system run times, and ensure adequate water application throughout the parks.
Request for Bids (RFB) 24-25-19 for the installation of new irrigation booster pumps was advertised on October 4 and October 9, 2024. Two mandatory pre-bid meetings were held on October 10 and October 15, 2024, during which staff answered contractor questions and conducted site tours to review existing infrastructure.
On Thursday, October 31, 2024, the City received bids from three (3) contractors, as summarized in the bid results below. Quality Landscape Construction, Inc. of Visalia, California, was determined to be the qualified low bidder for the RFB 24-25-19 park booster pump installation project.

Fiscal Impact: The fiscal impact for RFB 24-25-19, a construction contract for services at Blain, Burke, Jefferson, Pinkham, Riverbend, and Summers Parks, is funded by the American Rescue Plan Act (ARPA) fund 642, with a total budget allocation of $1,250,000.00. One change order was issued for the project and was reviewed and approved by the City’s Change Order Review Committee.
