Department Recommendation:

It is recommended that the City Council authorize the award of a construction contract for the demo and replacement of the three (3) wooden arbors at picnic areas with new steel hipped roof (HIP) style arbors and ultraviolet (UV) resistant fabric covers at Whitendale Park to RE Schultz Construction, of Orange, CA, in the amount of and not to exceed $128,965.00, per specifications of RFB 22-23-32.                                               

 

Background Discussion:

The wooden framework and overhead slats (roofing) for arbors #1, #2, and #3 are well over 30 years old. Exposure to weather, irrigation water overspray and use by the community over the years has resulted in deterioration of the wood in all these structures. This decay is obvious and highly visible in the arbors which is creating an unsafe condition. To be proactive and address the condition of the arbors before they become a safety issue, staff is proposing that all three arbors be replaced with steel HIP style structures. The current arbors will be removed and replaced with the new hipped roof (HIP) design which consists of four metal corner posts where all four sides of the roof slope downwards from the peak and suspended overhead ultraviolet (UV) resistant canopies. The Whitendale Park arbors are reserved for various events by the community through the Recreation Office and are heavily used through the spring and summer months. The new design will provide shade and shelter from outdoor elements for community members.

 

On September 13, 2023, and September 19, 2023, the City solicited bids by advertising in the Visalia Times Delta and the RFB was posted on Bid-Net. The City also emailed the RFB notices to contractors who have requested to be on the construction projects list to participate in this bid process.

 

On September 27, 2023, a non-mandatory pre-bid meeting was held in the City Council Chambers. A total of four (4) contractors attended the pre-bid meeting. During the pre-bid meeting, staff reviewed the bid specifications, reviewed the mandatory requirements imposed by the State of California Department of Industrial Relations, and answered any questions.

 

Staff received several questions from contractors where staff carefully reviewed and answered them in a separate addendum.

On October 12, 2023, the City received bids from four (4) contractors (bid summary below).  R. E. Schultz of Orange, CA. was the qualified low bidder for the Whitendale Park Arbor Project.

Staff has reviewed the submitted bids, performed reference checks, and is satisfied that R. E. Schultz Construction has the equipment and manpower to complete the Whitendale Park Arbor Project as specified. 

 

This is the first of many American Rescue Plan Act (ARPA) funded projects within Visalia parks, is considered a Public Works maintenance contract and therefore, is subject to State of California prevailing wages, registration with the Department of Industrial Relations and submission on certified payroll to the Labor Commissioner as well as other requirements outlined in the City’s Labor Compliance Manual which was a part of the specifications.

 

Fiscal Impact:

The fiscal impact for RFB 22-23-32 a construction contract for the demo of existing wooden arbor structures and the installation new steel HIP style arbors and UV resistant fabric covers at Whitendale Park is funded by the American Rescue Plan Act (ARPA) Fund 642, of which $200,000has been budgeted.
