Department Recommendation:
It is recommended that the City Council receive a presentation on the Citizens Advisory Committee Work Plan Calendar and provide suggestions or recommended actions for the following plan period of calendar year 2022.
Background Discussion:
The Citizens Advisory Committee (CAC) was formed by the City Council in 1969 and has been tasked by the Council with serving as part of the Community Development Block Grant review process, conducting the Public Opinion Survey, reviewing the City’s Rates and Fees, and conducing the Non-Profit grant application and review process. As part of the Measure T accountability process, the CAC was charged with being the group that provides oversight of the Measure, in addition to an independent auditor. With Measure N, the CAC was charged with appointing two members to the Oversight Committee.
Although these tasks take up most of the agenda work calendar, the committee recognizes that with the addition of new members from disbanded committees in 2021, a small broadening of scope may be needed. The new items that are suggested by the committee to be added include Eco Awards, conservation tips, and an outlet for citizens that may need direction for ADA concerns.
The following work plan calendar is proposed for the calendar year 2022. In the future, the work plan can be presented in the same format or by fiscal year, as Council prefers.

General (within Calendar Year)
• Create ADA information page on City website for citizens to be able to contact appropriate departments or attend CAC meetings, as needed.
• Receive miscellaneous reports as requested by committee members including but not limited to: Law updates, conservation, and miscellaneous items such as redistricting.
As listed in the work plan, the 11 member committee forms sub-committees consisting of the following:
1. Public Opinion Survey Subcommittee
2. Non-Profit Grant Subcommittee
3. Conservation (Go Green Tips) Subcommittee
These subcommittees are three members including a subcommittee chair. They, along with the staff representative, perform the work and make suggestions.
Because the CAC has more direct assignments from Council than other committees, it is understood that the calendar may be amended to Council preference. This can result in calendar work being changed, added or removed in the future to accommodate.
Fiscal Impact:
None anticipated.
Prior Council Action:
March 15, 2021 - City Council suggested that committees to create work plans so that Council may have a better understanding of Committee timelines.
