Department Recommendation:

Staff recommends that City Council authorize the City Manager to award a one-year contract with Jaxon Enterprises (dba Deer Creek Asphalt) by attaching to the County of Tulare Contract No. 1954 for ½” Cold-Mix, Contract No. 1956 for ½” Hot-Mix Asphalt Concrete, and Contract No. 1958 for 3/8” Cold-Mix for a total amount not to exceed $400,000.

Background Discussion:

Within the City’s 39-square mile jurisdiction, the Street Maintenance division maintains approximately 525 miles of streets. Maintaining the streets is done with several different procedures, including, but not limited to, thin skin patches, minor overlays, dig outs, and pothole patching. These procedures all utilize either hot or cold mix asphalt material.

As a government entity, the City of Visalia has the ability to attach to various contracts that have previously competitively bid and pre-negotiated contract pricing. In April of 2024, the County of Tulare solicited bids for 3/8” and ½” Cold Mix and ½” Hot Asphalt Concrete. In April 2024, the County of Tulare awarded their FY24/25 asphalt contracts to Jaxon Enterprises (dba Deer Creek Asphalt.) These contracts contain specific language stating that piggybacking is allowed, the material specifications are as per CalTrans specifications. The Deer Creek Asphalt plant located southeast of Porterville is within the mileage parameters set in the previous contract.

Fiscal Impact:

Funding for the contracts are available in the various Street Maintenance Capital Improvement Projects budgeted in the Gas Tax (111) as follows:

•                     CP9520 Annual Thin Skin Patching

•                     CP9515 Annual Pothole Patching

•                     CP9508 Annual Dig Outs

•                     CP9525 Annual Minor Asphalt Overlays

•                     CP9094 Annual Pave Outs

Prior Council Action: On August 7, 2023 City Council authorized a contract with Jaxon enterprises (dba Deer Creek Asphalt) by attaching to County of Tulare contracts.

Other: N/A

Alternatives: Deny the request to attach and have the Purchasing Department issue a formal Request for Bids for the purchase of Asphalt.
