Department Recommendation:
Approve the Citizens Advisory Committee’s recommendation to appoint Mario Fierro as a voting member of the Citizens Advisory Committee. Mr. Fierro would take over a vacated position with a term to begin on 9/1/2024 and end on 6/30/2026. In addition, approve the re-appointment of current committee members Edward Jones, William Mann, and Bryan Prosser to a second term that will run until 6/30/2026.
Background Discussion:
The Citizens Advisory Committee (CAC) consists of eleven (11) members. There are currently two (2) vacancies on the committee. If this appointment is approved by Council, Mario Fierro will fill the vacancy for a vacated position with a term that ended in June of 2024. If appointed, Mr. Fierro will fill a first term of 9/1/2024 through 6/30/2026. The other vacant position was recently vacated by the outgoing Chairman, Frank Ruiz, who served his completed 3-term maximum.
Three current members are also up for re-appointment for a 2nd term of 7/1/2024 - 6/30/2026. These members are the current Chairman Edward Jones, and committee members William Mann and Bryan Prosser.
The CAC meets monthly for a variety of purposes including:
• Annually review the City’s use of the Measure T Public Safety Sales Tax commenting on the City Manager’s certified budget and the outside auditor’s review of monies spent.
• Provide two (2) members to sit on the Measure N Oversight Committee.
• Provide training, review, and recommendations to Council for the distribution of non-profit youth grants.
• Provide input on the City’s use of Community Development Block Grants (CDBG) and other programs from Housing and Urban Development (HUD).
• Provide Council feedback on an annual basis with regards to proposed new and/or increased fees and rates.
If the recommended re-appointments and new appointment of Mario Fierro is approved by Council, the eleven (11) member committee will be made up of the following members:

New Applicant:
Mario Fierro has been a Visalia resident for 45 years with experience in utilities and general construction fields. Mr. Fierro is interested in serving on the Citizens Advisory Committee so that he may help in bridging gaps in the overall community understanding of municipal and public affairs, as well as being able to bring his integrity to a committee. Hoping to learn a lot from his appointment, Mr. Fierro hopes that his commonsense approach will help him make a difference.
