Department Recommendation: Staff recommends that the City Council authorize the City Manager to award RFB 26-27-03 for the annual landscape maintenance contract for Landscape and Lighting Districts, Quadrant F, to Visalia Landscape and Tree Company, Inc., of Visalia, California, in an annual amount not to exceed $91,577.88.
Summary:
The current landscape maintenance contract for Quadrant F is set to expire on September 18, 2026. Quadrant F consists of 12 Landscape and Lighting Districts, encompassing approximately 10.34 acres of maintained turf and planter areas. The service area is located south of Freeway 198 and K Avenue, between South Ben Maddox Way and Lovers Lane.
The proposed contract will provide continued landscape maintenance services to support the ongoing care, appearance, and functionality of public landscaping throughout the district areas.
Background Discussion:
On July 22 and July 28, 2026, the City solicited bids by advertising in the Visalia Times-Delta and posting the RFB on BidNet. The City also mailed RFB notices inviting vendors to participate in the bidding process.
On July 29, 2026, the City held a non-mandatory pre-bid meeting at the City Council Chambers to answer questions and discuss the scope of work and contract requirements with interested bidders.
On August 6, 2026, the City received one bid from one (1) vendor. Staff reviewed the bid for calculation errors and conformance with the specifications outlined in the RFB.

Under this contract, additional work may be required periodically, including shrub and tree replacements, irrigation system improvements, and fertilization services in districts with sufficient available funding.
The scope of work has also been updated to include several enhanced service requirements. The awarded contractor will be required to provide a work schedule within 30 calendar days of the contract’s effective start date, maintain a two-hour response time for emergency work, provide four (4) seasonal fertilization schedules, and participate in required monthly joint site inspections with City staff.
Another significant update to the landscape maintenance contract specifications is the revision of the three service-level tiers. Level A service remains unchanged, with maintenance performed on a weekly basis. Level B service has been modified to provide weekly service intervals for eight months of the year (March through October) and biweekly service intervals for the remaining four months (November through February). A new Level C service option has also been established as the lowest service tier, providing maintenance on a biweekly schedule. These service-level adjustments will allow City staff to manage costs more effectively by reducing service frequencies in districts where expenditures exceed available revenues while maintaining appropriate landscape standards.
Visalia Landscape and Tree Company, Inc. submitted the only responsive and responsible bid. Staff reviewed the bid and determined that it was complete, responsive, and met all solicitation requirements. Staff contacted the contractor’s references and confirmed the firm’s qualifications, quality of work, and satisfactory performance. Staff also verified that the contractor’s Department of Industrial Relations (DIR) registration is current, its Contractors State License Board (CSLB) C-27 Landscaping Contractor license is active and in good standing, and the contractor is not listed on the Division of Labor Standards Enforcement (DLSE) debarment list.
This agreement is classified as a public works maintenance contract and is therefore subject to State of California prevailing wage requirements, contractor registration with the Department of Industrial Relations, submission of certified payroll records to the Labor Commissioner, and all other applicable requirements identified in the City’s Labor Compliance Manual, which was included as part of the contract specifications.
Annual price adjustments at the time of contract renewal will be based on the Consumer Price Index (CPI) identified in the contract documents. Any future additions to the project area, if needed, will be calculated by applying the contractor’s approved unit price to the square footage of the additional area incorporated into the contract.
The initial term of the agreement is twelve (12) months, with the option to renew annually for up to four (4) additional one-year periods, contingent upon satisfactory contractor performance and mutual agreement between the City and the contractor.
Fiscal Impact including annual maintenance and operating costs: This contract will be funded by the Landscape and Lighting districts in Quadrant F for which sufficient funds have been budgeted.
