Department Recommendation:
Staff requests City Council authorize the City Manager to execute an agreement with Krazan & Associates, Inc. to provide construction material testing Services for the Caldwell Avenue Widening Project from Santa Fe Street to Lovers Lane in the amount of $221,835.
Background Discussion:
The City of Visalia has a roadway widening project for Caldwell Avenue from Santa Fe Street to Lovers Lane (Rd. 140) which will widen Caldwell Avenue from 2-lanes to 4-lanes with a raised center median, curb, gutter, sidewalk, and a joint use pathway. This project will include the extension of the City’s storm drain and sanitary sewer systems within the City’s project limits.
The County of Tulare also has a project for Caldwell Avenue (Ave. 280) from Lovers Lane to S. Virginia Avenue. The County of Tulare will be widening Ave 280 (Caldwell Avenue) from 2-lane to 4-lanes of travel. The widening of Caldwell Avenue (Ave. 280) within the City of Visalia and the County of Tulare is part of a regional corridor enhancement project from Highway 99 to the City of Exeter to ease congestion along this corridor.
The City of Visalia Purchasing Division issued a request for Qualifications (RFQ) to retain up to five (5) qualified consulting firms to provide Material Testing Services on an on-call basis. The City received and reviewed eight (8) proposals in response to the solicitation. A selection committee reviewed and ranked each proposal to develop a list of five qualified firms. The firms selected are as follows.
• Krazan & Associates, Inc. from Clovis, CA,
• Moore Twining Associates, Inc. from Fresno, CA,
• Kleinfelder from Fresno, CA,
• NV5 West, Inc. from Bakersfield/Visalia, CA and
• BSK Associates from Fresno, CA.
The on-call contract is a one-year contract with up to 4 additional one-year renewals.
The top five (5) Consultants listed above all met the requirements presented in RFQ 23-24-04 and have all worked on various City projects in the past with positive reviews from City’s construction managers and listed references. These testing laboratories have field technicians that are located within a 45-mile radius of the City Limits of Visalia which is very beneficial when testing services are required on short notice. In addition, all personnel and laboratories for these firms are all properly certified.
Krazan & Associates, Inc. was selected for the material testing services for the Caldwell Avenue Widening Project from Santa Fe Street to Lovers Lane. They were selected based on a rotational basis from the on-call list.
