Graymar Environmental Services, LLC was the lowest responsive and responsible bidder under RFB 25-26-18, Annual Contract for Removal, Replacement, and Disposal of Sulfatreat 156 Media at the Visalia Water Reclamation Facility. The recommended contract includes an annual NTE of $60,000 and a total five-year limit of $300,000.
Background Discussion:
Sulfatreat 156 media is a product used in the gas purification skid for the Renewable Power Generation System (RPGS) at the WRF. The gas purification skid was designed by Unison Solutions to utilize the Sulfatreat media to filter hydrogen sulfide gas from the biogas generated in the biosolids digestion process. Removal of the hydrogen sulfide gas keeps the WRF in compliance with emissions limits set by the San Joaquin Valley Air Pollution Control District and protects the RPGS equipment.
On September 25, 2025, the City of Visalia issued Request for Bids (RFB) 25-26-18, Annual Contract for the Removal and Replacement of Sulfatreat 156 Media at the Visalia Water Reclamation Facility. The Sulfatreat 156 media itself, is provided by the City. A pre-bid conference was held on October 8, 2025, and an addendum was issued on October 13, 2025, to address bidder questions. Fiscal Impact: Staff is requesting an annual not-to-exceed (NTE) amount of $60,000 to account for potential annual price increases over the next five years. The contract will not exceed $60,000 annually, with a total NTE of $300,000 over the full five-year contract term. Funds are budgeted Wastewater Fund (431) Capital Budget within CP0440 Annual Digester Gas Cleaning.
