Department Recommendation:

Staff recommends that Council authorize an amendment to the contract dated August 25th of 2021 between The City of Visalia’s Transit division and Kaweah Maintenance to include additional work to the existing scope on a monthly basis not to exceed an additional $13,500 annually for a total of $84,220 annually.

 

 

Background Discussion:

In 2021 staff went out to bid for the annual concrete cleaning contract at the Transit Center located downtown at 425 E. Oak Avenue. At the time staff received four (4) bids and awarded the contract to the lowest bidder Kaweah Maintenance in the amount of $70,720 per year to pressure wash the passenger areas and bus lanes at the Transit Center twice per week.

 

Since that time, additional cleaning at the Transit Center has become necessary due to the rising foot traffic and the homeless population that uses the Transit Center overnight. Bird and human waste have become difficult to keep up with, and the two weekly visits are no longer enough to keep the Transit Center clean, sanitary and presentable. Additionally, staff would like to add that Kaweah Maintenance pressure wash the trash enclosures located at the Transit Center and The Administration building (also owned by the Transit division) as the homeless population has begun to make additional messes in the trash enclosure areas at both sites. Currently the trash enclosures are not being cleaned at all. The additional dollars added to this contract will pay for one additional pressure washing visit each week to bring the weekly visits up to 3, and one trash enclosure cleaning for both buildings once per month. During the weekly visits, Kaweah Maintenance pressure washes the bus lanes and passenger waiting area to include sidewalks, and benches. The 3rd weekly visit will include the same tasks on an additional day per week. The following chart depicts what the current contract includes, and the additional that staff is requesting.

The attached quote lists out three options for the additional scope of work requested. The first is the trash enclosure cleaning which have been included in the chart above. The second option is the choice between an additional four monthly full-scale cleaning for $680 per week (doubling the Passenger Area line item), or a smaller passenger area spot cleaning for $225 per visit. Due to the cost and the current need, staff would like to add the additional “AM Bus Depot Pressure Washing” option for an additional $225 per week over the line-item extension of the “Passenger Areas” from the original contract.

 

With City Council approval, the contractor will clean the passenger areas twice a week; once with the deep cleaning and the second with the additional scope of work spot cleaning.  This effort will be coupled with the bus lane cleaning and the additional scope of work for the trash enclosures that occurs once every two weeks.  Staff will monitor the proposed increase in scope of work and evaluate the effectiveness at the end of the year to determine if the spot cleaning should intensify to the full deep cleaning.

 

Fiscal Impact:

This contract is paid out of the Transit operations budget 4551 under the contracted services line item. The additional $12,675 will come out of the same budgeted line item as follows 4551-55201. The remaining $975 will be charged to Administration to cover the monthly trash enclosure cost of $75 per their request.

July 19th, 2021 Approval of the contract agreement for the Transit Center Concrete Cleaning for Visalia Transit Center between the City of Visalia and Kaweah Maintenance.
