Department Recommendation:
Staff recommends that the City Council authorize the City Manager to execute a contract with Precision Concrete Cutting for an amount not to exceed $500,000 for surveying and concrete shaving purposes, attaching to the Purchasing Cooperative of America Contract #PCA OD-311-20 and appropriate $500,000 from the Risk Fund. Precision will be hired to survey the sidewalks in downtown Visalia around the grant funded trees planted by the City of Visalia shown in the attached exhibit, along with providing concrete shaving services based on the survey data.
Background Discussion:
Over the years, the City of Visalia has undertaken various street improvement projects in the downtown area. This ongoing effort aims to enhance the sidewalks and accessibility surrounding the downtown district.
In 2002, the city collaborated with the Urban Tree Foundation and Community Services to plant trees throughout the downtown area. These trees support urban forestry, mitigate environmental impacts, provide shade, and beautify the city. These trees are shown in the attached exhibit.
The current project will focus on addressing uneven sidewalks caused by ground settling and tree roots. A survey will be conducted on sidewalks in downtown Visalia to assess what improvements need to be made around these grant funded trees and to determine where concrete shaving can be completed to fix the uneven sidewalk issues. Once the survey is completed, the contractor will provide the city with recommendations, including the quantity and cost of the required concrete shaving and other repair types. As part of this work, City staff will work with Precision to review the survey results and determine a cost to have the contractor perform the concrete shaving work that was identified in the survey. Only the survey and concrete shaving work are planned to be completed at this time.
The contractor, Precision Concrete Cutting (PCC), has an existing agreement with the city and recently completed the Senior Center Street project in 2024, which involved a comprehensive survey and concrete shaving. The upcoming survey will utilize GPS to mark problem areas and will include detailed mapping and cost estimates for each sidewalk lift that requires shaving. This proactive approach aims to reduce overall pavement improvement costs by addressing issues before they necessitate complete pavement replacement.
PCC is prepared to start the survey as soon as the city approves the project and can begin concrete shaving immediately thereafter.
Fiscal Impact:
City staff is asking Council to approve up to $500,000 to complete the concrete sidewalk survey around the identified trees and have Precision perform the concrete shaving where this method can be used to fix the uneven pavement issues. Funds were set-aside last fiscal year in the Risk Fund to assist with mitigating sidewalk issues.
