Department Recommendation:

Staff recommends that the City Council:

1.                     Authorize the City Manager to award a contract with Cal Valley Construction for RFB 23-24-71, Plaza Park Pond Shoreline Replacement in the amount of $939,500.

2.                     Approve a $520,000 budget transfer from the Keyless Entry ARPA project to the Plaza Park Pond Shoreline project.

 

Background Discussion:

The Plaza Park Pond is a facility that is located at Plaza Park. The pond serves as the water source for the Plaza Park irrigation system, receives water through a pipeline that connects to the agriculture well at the Valley Oaks Golf Course, and is already designed (with plumbing installed) to receive reclaim water from the wastewater treatment plant in the future, while providing an aesthetic value to the overall park experience.  Over the many years of the existing facility being in use the concrete shoreline that perimeters the pond has experienced significant deterioration, cracking, and erosion.  This is likely a result of aged concrete and soil settlement over the many years the pond has been in operation.

In 2018, city staff began preparing a bid package for repair and maintenance of the pond shoreline.  Due to construction costs and funding shortfalls the project was not awarded for construction at the time.  With recently awarded American Rescue Plan Act (ARPA) funding city staff was able to prepare the bid package for construction this year. 

The scope of this project will remove the existing deteriorated and eroding concrete shoreline, re-establish the grading of the shoreline, install a new reinforced concrete shoreline perimeter, and repair some cracking and erosion of concrete near the existing photogenic bridge.  In addition, the bid package included an alternate bid item to replace the liner along the bottom of the pond.

The improvements incorporated in this project will provide a newly installed and reinforced concrete shoreline that will stabilize the pond perimeter.  The improvements should also provide an upgraded aesthetic to the pond by replacing the aged, cracking, and deteriorated shoreline with a newly installed concrete shoreline.

 

Bidding Process:

The City of Visalia issued a formal Request for Bids (RFB) to solicit construction services for the RFB 23-24-71. On September 5, 2024, city staff received five (5) bids from the following contractors:

This bid package consists of a base bid and an alternate bid.  The base bid includes the following scope items: remove the existing eroding concrete shoreline, re-establish the grading of the shoreline, install a new reinforced concrete shoreline perimeter, and repair some cracking and erosion of concrete near the existing photogenic bridge.  The alternate bid includes the replacement and installation of a new pond liner along the bottom of the pond. The basis of award for this project was the lowest bid of the Total Bid amount (Base Bid + Alternate Bid).  Staff is recommending awarding the contract for the total bid of $789,315 plus $150,185 for project contingency.  The project contingency will only be utilized as change orders occur.  Any remaining funds will be released back to the ARPA Fund balance.

The apparent low bidder is Cal Valley Construction. Bids have been reviewed and references have been verified.  Staff was able to get in contact with one of the three references that were contacted, which was a project manager at Caltrans.  The scope of work that Cal Valley Construction performed for this agency included 12 miles of paving restoration and overlay.  The Caltrans representative expressed that the contractor executed quality work in a timely manner that served the project schedule. After review of bids and refence checks staff recommends the contractor can perform the work for the project.

 

 

 

Fiscal Impact:

The Plaza Park Pond Shoreline Project currently has ARPA and General Fund funding budgeted.  Due to the ARPA deadline of having contracts executed or completed by Dec 30, 2024, staff is recommending not using the General Fund budget of $520,000 and transferring the ARPA funds from the Keyless Building Entry project to the Shoreline project that has not begun due to the number of City buildings and structural materials in each building.  Staff will then utilize General Fund money for the Keyless Entry project which has less bidding requirements.  City staff has prepared a more conservative construction contingency for this project due to the age and existing state of the pond.  With the age and existing state of the pond there can be unknown conditions and unexpected discoveries once construction begins. Staff is prepared to address any of these unknowns during construction with effective solutions as necessary.  Refer to the Project Budget Summary below.
