Department Recommendation:
Staff recommends that the City Council authorize the City Manager to execute a construction contract with Tosted Asphalt, Inc. for RFB 25-26-44 for the Fire Station 54 parking lot rehabilitation project in the amount of $176,479.84 and appropriate an additional $115,000 from the General Fund.
Summary:
This project award will initiate the construction phase for the rehabilitation of the parking lot at Fire Station 54. Improvements include, but are not limited to, pavement resurfacing, pavement rehabilitation, structurally reinforced concrete, and targeted repairs to curb and gutter.
Background Discussion:
Fire Station 54, located at 440 W. Ferguson Avenue, was built in 1995 and serves as the primary work location for four fire department personnel on each shift. Given the age of the station, the parking lot was identified as needing immediate rehabilitation. Site visits, alongside the City Engineer, determined severe surface cracking and pavement failure and severe surface cracking in the areas as shown in attachment 4.
The pavement failure and severe pavement cracking persisted and were observed primarily in areas associated with repeated fire truck ingress and egress movements. In contrast, pavement located outside of these travel paths, including parking stalls and areas serving general vehicular movement, appeared to be in moderate condition. Due to the severity of the pavement condition, the pavement was identified to need immediate replacement.
During the design process, the Engineering Department evaluated two pavement alternatives for the Fire Department. Staff recommended constructing a structurally reinforced concrete pavement section in the areas subject to repeated fire truck turning movements. Compared to a conventional asphalt pavement section, the reinforced concrete pavement is expected to provide an extended service life of approximately 10 years or more, with an anticipated overall service life of 30 to 50 years, or greater, under normal operating conditions. This alternative is also expected to provide improved long-term durability and reduce future maintenance needs in areas subjected to repeated heavy vehicle loading. This recommendation is based on the City's experience maintaining pavement in high-volume, heavy-load locations where repeated turning movements, combined with prolonged periods of elevated summer temperatures, have accelerated the deterioration of conventional asphalt pavement.
Project Impacts:
The Fire Station 54 parking lot rehabilitation project is expected to have minimal impact on fire station operations. Staff will coordinate closely with the Fire Department throughout construction to maintain uninterrupted emergency response capabilities. During construction, the fire apparatus will utilize the primary station exit as the temporary entrance to the facility.
Bidding Process:
Staff advertised RFB 25-26-44 for the parking lot rehabilitation at Fire Station 54 on May 13th 2026, with a bid close date on June 18th 2026. The project was split with the base bid encompassing the engineering recommendation of structurally reinforced concrete pavement as discussed earlier in this report and an alternate bid relating to regular asphalt pavement replacement. Based on the project specifications, the lowest responsive bidder was based on the total bid amount of the base bid plus the alternate bid. The city reserved the right to award the contract for the base bid OR the alternate bid, whichever budget allowed for. At the time of bid opening staff received five (5) bids, below are the three (3) lowest responsive bidders.

City staff proceeded to review all five (5) bids submitted and the Tosted Asphalt bid proposal was determined to be the lowest responsive bid. The references provided by Tosted Asphalt have been verified. The references provided were from the City of Orange Cove, Tulare Joint Unified School District, Clovis Unified School District, and Madera Unified School District. All of which were called by city staff with favorable responses. As a result, staff recommends that the construction contract be awarded to Tosted Asphalt for the base bid only totaling $176,479.84.
Fiscal Impact:
Budget Shortfall:
The parking lot rehabilitation at Fire Station 54 has a budget shortfall of approximately $115,000. When the project scope was originally developed in 2022, the engineer's estimate reflected a scope of work that primarily consisted of pavement dig-outs and micro surfacing whereas the final scope, as detailed in this report, is targeted repairs to curb and gutter, structurally reinforced concrete, pavement dig outs, and micro surfacing.
To reiterate, the factors contributing to this shortfall are a change in scope and an increase in construction costs. Instead of the project scope consisting primarily of dig outs in the areas of ingress and egress movements, it has been changed to dig outs in combination with a structurally reinforced concrete pavement section. Lastly, construction costs have seen a significant rise since the year 2022 when this project was originally estimated. From January of 2021 to January of 2025, the California Construction Cost Index shows an increase of approximately 40%.

The parking lot rehabilitation at Fire Station 54 is funded by the General Fund.
