Department Recommendation:
Staff recommends that the City Council accept the recommendation of the Historic Preservation Advisory Committee (HPAC) and do the following:
1. Appoint Jordan Mulrooney to the Committee to complete the remaining term of former Committee member Peggy Lambert, beginning May 2, 2022, and ending June 30, 2022.
2. Appoint Jordan Mulrooney to the Committee for a first two-year term beginning July 1, 2022 and ending June 30, 2024.
Background Discussion:
The HPAC is a seven-member committee which administers the Historic Preservation Ordinance and encourages property owners and occupants to maintain the historic character of their properties and structures. The Committee meets on the second and fourth Wednesdays of every month.
The HPAC currently operates with six active members and has one vacancy due to the resignation of Peggy Lambert in March 2022. Mrs. Lambert resigned as a result of personal conflicts and had three months remaining on her first term, set to expire on June 30, 2022. The request before the City Council would appoint Mr. Mulrooney to complete the remaining two months of Mrs. Lambert’s term, and appoint him to a first two-year term beginning July 1, 2022 and ending June 30, 2024.
Per the Historic Preservation Ordinance, the Committee can seat up to seven active members. If the nomination is approved, it would provide the HPAC with a fully seated committee. The HPAC is currently undertaking two major projects: a comprehensive update to the Local Register of Historic Structures, and a Zone Text Amendment for the update of the Historic Preservation Ordinance. By filling the remaining vacancy, the Committee will be better equipped to conduct the work necessary to complete both projects.
Jordan Mulrooney is a RE/MAX Visalia real estate broker with a degree in Business Management from Fresno Pacific University. Mr. Mulrooney is active in several professional and service groups including the Tulare County Association of Realtors, the Visalia Breakfast Lions Club, and the Benevolent and Protective Order of the Elks in Visalia. Mr. Mulrooney is also the recent owner of a single-family residence located within the Historic District and listed on the Local Register of Historic Structures. Per his application (included in Attachment No. 1) Mr. Mulrooney hopes to share his experiences as the owner of a historic home with the HPAC and to act as a liaison to local realtors to increase awareness of historic preservation.
The current HPAC membership is as follows:

2. Tyler Davis, Vice-Chair - 1st term
3. Patricia Kane - 2nd term
4. Michael Kreps - 2nd term
5. Marilynn Mitchell - 1st term
6. Jay Hohlbauch - 1st term
7. Vacant
Due to recent changes made by the City Council, alternates positions are no longer available.
Fiscal Impact:
None.
Prior Council Action:
On August 2, 2021, the City Council reappointed Marilynn Mitchell to a second two-year term on the HPAC.
Committee/Commission Review and Action:
On April 13, 2022, the Committee recommended approval of the appointment of Mr. Mulrooney to the HPAC. If the appointment is approved, it would provide the HPAC with a fully seated seven-member committee.
Alternatives:
1. The City Council may direct staff to initiate the recruitment process for Historic Preservation Advisory Committee members immediately.
