Department Recommendation:

Staff recommends that the City Council:

1.                     Authorize the City Manager to award a contract with A-C Electric Company for RFB 23-24-20 for traffic signal improvements at the intersection of St. Johns Parkway and Burke Street (3010-72000/CP0514-999), in the amount of $1,135,767.80; and

2.                     Authorize an appropriation of additional CMAQ funds in the amount of $70,000; and

3.                     Authorize an appropriation of additional Measure R Regional (133) funds in the amount of $565,000; and

4.                     Authorize the City Manager to amend the Measure R Supplemental Agreement.

Background Discussion:

This project will include signalizing the intersection of St Johns & Burke St, replacing the all-way stop controls and improving the pedestrian access ramps to be in compliance with Public Right of Way Accessibility Guidance (PROWAG). In addition to these improvements the project will also install fiber optic interconnect from St. John's Pkwy at Burke St east (~1,300') to St. John's Pkwy at Ben Maddox Way. This will expand the connectivity of the City's fiber optic traffic signal network as well as reduce emissions through minimizing delays at intersections.

In February of 2022, the City Council authorized the City Manager to receive and appropriate the awarded CMAQ funds for this project totaling $660,000 and to execute a Measure R Supplemental Agreement with TCAG to utilize $205,000 of Measure R Regional Funds for this project.

The original project estimate was established in the fall of 2020, the following years 2021, 2022 & most of 2023 saw an atypical inflationary market which contributed to construction cost increases significantly beyond what the original estimate had anticipated.  This was the primary reason for the original estimate being lower than the final construction cost.

The project was advertised for construction in August of 2024. If awarded, the project is estimated to begin construction in May of 2025 with completion in August of 2025. Due to long lead time on traffic signal pole and equipment, the contractor will be given a preliminary notice to proceed for the project in order to acquire all necessary products & equipment.  This will delay the start of work until Spring 2025. Following the preliminary notice, the City will work with the contractor to agree on a project schedule that will ensure the project will move forward without delay and seamlessly with the delivery of necessary equipment.

Bidding Process:

Staff advertised RFB 23-24-20 for the “Traffic Signal Improvements at St. John’s Parkway & Burke St” on August 14th 2024, with a bid close date on September 12th, 2024. At the time of bid opening staff received three bids.

City staff proceeded to review all three (3) bids submitted and it was determined that A.C. Electric Inc’s bid proposal was determined to be the lowest responsive bid; the references provided by AC Electric Inc have been verified. The references provided; Gray Construction, Agee Construction Corp., and City Visalia were called by City staff with favorable responses from all references. As a result, staff recommends that the construction contract be award to AC Electric Inc.

Fiscal Impact:

Due to the above-identified budget deficit, staff recommends the appropriation of $565,000 from Measure R Regional (133) and an appropriation of $70,000 of CMAQ funding for the completion of this project.

Prior to the bid, City staff notified TCAG of the expected budget deficit to determine if additional Measure R Regional allocations could be dedicated to complete this project.
