Department Recommendation:

Staff recommends that the City Council authorize the filing of a Notice of Completion for the Houston Roundabout Landscaping Project (2520-72000/CP0307-999) and the appropriation of an additional $5,000 from the Transportation Impact Fee (TIF) Fund (241) needed for staff time reimbursement.

Background Discussion:

This project was established as a beautification and safety project for the Houston Roundabout. The scope of work for the Houston Roundabout Landscaping project included grading and earthwork of the site, irrigation improvement, planting improvements, and installation of concrete curb and rip-rap for a maintenance path to be used by City staff. The purpose behind the development of this project is to enhance the aesthetics of the area by creating a beautified focal point and enhance safety by breaking headlight glare of oncoming vehicles through the roundabout.  The landscaping also enhances safety through indirectly lowering vehicle speeds by reducing excess sight distance and discouraging pedestrian traffic through the roundabout island.

The Total Project cost (Design contract, Construction contract, Change Orders, Material Testing and Project Management Staff Time) was $381,878.81.  The construction contract was awarded to Truxell & Valentino Landscape Inc. in the amount of $298,450.00 in May of 2023.  The final cost of the construction contract including change orders is $317,8885.00.  Only one Change Order was processed in the amount of $19,435.00.  Below is a summary of the contract change.

Change of Scope:  During the project construction final punch list inspection there was a  concern for possible erosion of the gold rock mulch and underlying soil un-earthed from the built up mounds during a rain event or storm event.  If erosion were to occur, the landscaped gold rock mulch would settle and collect within the outer rip-rap ring.  In turn City Staff proposed an effective and aesthetic solution by installing an 8" wide - 14" deep circular concrete grade beam around the perimeter interface between the rip-rap and landscape edge with a 2"-3" reveal.  This would act as a barrier to prevent the gold rock mulch from eroding into the rip-rap.

Fiscal Impact:

The construction project was funded by local funds from the Transportation Impact Fee (TIF) Fund (241) for a total project budget of $377,100.  Below is a breakdown of all the costs associated with this project.
