Department Recommendation:

Staff recommends that City Council authorize the City Manager to execute a new lease agreement with Tulare County Office of Education for the continued lease of a portion of the Manuel F. Hernandez Community Center for an initial term of one year with the option for an additional one-year extension.                                                                          

 

Background Discussion:

The City of Visalia has had a long partnership with the Tulare County Office of Education (TCOE) for the purpose of providing pre-school programming for families in Visalia. This partnership has consisted of TCOE leasing the Fairview Community Center and portions of the Manuel F. Hernandez Community Center.

 

The use of Manuel F. Hernandez Community Center has continued on a month-to-month basis since the prior lease agreement expired on June 30, 2024. This proposed lease agreement, with Council authorization, will be executed as of July 1, 2024, for an initial one-year term with one additional one- year extension for a maximum term of two years with an end date of June 30, 2026.

 

The Tulare County Office of Education (TCOE) has requested a short-term lease agreement for the Manuel F. Hernandez Community Center, while they perform a major renovation project at the Fairview Community Center. TCOE is also constructing a new facility with a commercial kitchen to cook and provide meals for their pre-school programs and may not renew the lease agreement for the Manuel F. Hernandez Community Center at the end of term.

 

Fiscal Impact:

The new proposed lease amount is $20,247.85 for the first year of the agreement. The amount for any extended portion of the lease amount shall be adjusted annually by using the Consumer Price Index (CPI) for All Urban Consumers as published by the U.S. Bureau of Labor Statistics.

 

Additionally, TCOE shall pay a proportional share of all utilities and landscape maintenance charges based on total square footage

 

Prior Council Action: July 18, 2022 - Council authorized lease agreement for Fairview Community Center for initial term of one year, with the option to extend for one additional year and ending July 30, 2024.                                                                                                            January 1, 2019 - Council authorized lease agreement for Fairview Community Center with an initial five-year term to end.                                                                                   July 13, 2009 - Council authorized execution of lease agreements for both the Manuel F. Hernandez and Fairview Community Centers with an initial five-year term to end on June 20, 2014, with one five- year extension option.
