Department Recommendation:

Staff recommends that the City Council authorize the filing of a Notice of Completion for the FY 22-23 Measure N Street Rehab - County Center St. from Houston Ave. to Riggin Ave. Project (CIP 3010-72000/CP0599-99).

 

Background Discussion:

The FY 22-23 Measure N Street Rehab - County Center St. from Hoston Ave. to Riggin Ave. Project consisted of paving County Center St. from Houston Ave. to Riggin Ave. (1.0 miles). The pavement rehabilitation work included removing isolated areas of pavement failures, also known as digouts, edge grinding of existing asphalt, and overlaying with asphalt and a paving mat. 

The project upgraded some of the existing curb ramps to meet current Americans with Disabilities Act (ADA) requirements. The project also replaced the Class II bike lanes with a Class IV bike facility that included enhanced bike lane infrastructure, with the construction of a protected intersection at Ferguson Ave. and County Center St.

 

Change Orders:

The final cost of the construction contract including change orders is $1,844,695.47.  Two Change Orders were processed totaling in a credit of $64,426.53 against the project.  Below is a summary of the contract change orders:

The final construction quantities for various bid items were overestimated during design and this reduction resulted in a credit against the project.

Change of Scope:

During the project construction staff determined the need to expand the project scope in order to satisfy ADA compliance requirements and accessible transitions.  The additional scope included additional concrete sidewalk improvements and modifications to curb ramps.  This additional work was included in construction change one, refer to the fiscal impact section for project budget.

 

Fiscal Impact:

This project was funded using Measure N (fund 141) and Gas Tax (Fund 111).

The final cost of the construction contract including change orders is $1,844,695.47 with only two Change Order’s processed resulting in a credit of $64,426.53 against the project.

 

Upon the close out phase of the project, there will remain a project surplus of approximately $526,000.  The surplus funds will be returned to the originating funding source.

 

 

 

Prior Council Action:

September 18, 2023

City Council authorized the City Manager to award the construction contract for FY 22-23 Measure N Street Rehab - County Center from Houston Ave. to Riggin Ave. (RFB 22-23-62), to Avison Construction of Madera, CA. in the amount of $1,909,122 and appropriated $254,900 from Gas Tax Fund (111) (CIP 1410-72000/CP0599-999).
