Department Recommendation:

Staff recommends that City Council authorize the City Manager to file a Notice of Completion for the FY 22-23 Cape Seal Project.

 

Summary and Background:

In general the City currently utilizes multiple pavement preservations methods including, but not limited to reclamite, cape seal, and crack seal. The streets are analyzed through the City’s Pavement Management Program to determine cost-effective maintenance recommendations, while optimizing the expenditures of limited fiscal resources. 

 

This annual Cape Seal project was developed based on a project list developed from the Pavement Management Program in combination with field investigations.  To increase the longevity of pavement surfaces, it is imperative for the City to perform the correct preventative maintenance treatment to streets at the appropriate time. Performing a cape seal treatment at this life-stage of the selected streets is beneficial as it extends the pavement life at a relatively inexpensive price.  Without this preventive maintenance, as streets continuously deteriorate, future maintenance becomes more expensive and more time consuming.

 

This past year’s Cape Seal project was performed throughout the City as shown in the attached map.  The project cape sealed approximately 3 miles of streets which amounted to an area of 7,718 square yards. The contractor, VSS International of West Sacramento, CA, completed the FY 22-23 Cape Seal project within the contract time frame and budget without any change orders.  The project was publicized through the City’s social media and the contractor’s own notification process, which minimized resident complaints.

 

In the last 5 years the City has Cape Sealed approximately 15-total miles of streets which amounts to an area of 38,989 square yards.

 

Fiscal Impact:

The construction project was funded by Measure ‘N’ Cape Seal Project for 2022 - 2023 (CIP 1410-72000/CP0247-999) for a total project funding of $1,100,000.00.

This project has a surplus of approximately $412,000. This surplus was a result of the lowest construction bid coming under the Engineer’s estimate. At the time of construction staff intended to add additional streets to Cape Seal, however, there were insufficient streets prepped and/or ready for Cape Seal.  Typical for most Cape Seal projects, prep work is coordinated and performed by PW street maintenance crews prior to the Cape Seal work being performed.  Prep work can include localized remove and replace of distressed asphalt, application of crack seal, and placement of cold mix to level the road to minimize drainage issues. With cold mix application it is recommended that it remains in place for at least 1 year prior to any pavement preservation efforts. This allows the cold mix to fully cure. Although PW staff had multiple streets that were prepped, some of these streets did not meet the required 1 year time frame to be treated. Therefore, any surplus funds will be returned back to the Measure N Fund (141) for use on future projects. 

 

Prior Council Action:

July 18, 2022:  City Council authorized the City Manager to award the FY 22-23 Cape Seal Project to VSS International in the amount of $674,000.
