Department Recommendation:
Adopt Resolution No. 2025-12 authorizing the grant of easement to Southern California Edison Company to construct and maintain electrical facilities on a portion of City owned property and authorizing the City Manager to execute the grant of easement, subject to the City Attorney’s approval as to form.
Background Discussion:
Southern California Edison Company (SCE) is requesting an easement for a strip of land that encroaches into the landscape outlot within Landscape Lot A of the Shepherds Ranch subdivision, located on the west side of Shirk Street, between Pershing and West Hurley Avenue. This easement, measuring 2 feet wide by 257 feet long (totaling approximately 514 square feet), will allow SCE to relocate a transmission pole and maintain the necessary electrical facilities serving the area. The easement is situated within the landscape outlot along Shirk Street frontage and will not interfere with the ongoing operation or maintenance of the subdivision’s common areas, landscaping, or future improvements.
Shepherds Ranch 1 subdivision final map was approved by Council on May 21, 2022, which subdivided 10-acres into a 41-lot single family development with two out lots for Landscaping and Lighting District purposes. Primary access to the subdivision is from North Shirk Street, which is identified as an Arterial. The subdivision is currently under construction, which is being developed by DR Horton. The grant of easement is necessary to continue the road widening improvements of their Shirk Street frontage as part of their conditions of approval. Furthermore, the SCE facilities will not impact the landscape and lighting assessment district already formed for the subdivision.

Prior Council Action: On May 21, 2022, City Council authorized the recordation of the final map for Shepherds Ranch 1 and adoption of the resolutions to form Landscape and Lighting Assessment District No. 23-01 “Shepherds Ranch”.
