Staff recommends that the City Council authorize the filing of a Notice of Completion for the Riverbend Park Playground Replacement Project.
Background Discussion:
Summary:
The scope of work included the installation of a new playground structure, shade canopy, new fall surfacing, and a certified playground safety inspection. The contract was awarded to Anchor-41 Construction, LLC at the March 18, 2024, City Council Meeting in the amount of $285,735.00.
The Riverbend Playground Replacement Project was inspected by a certified playground safety inspector September 4, 2024, with no deficiencies, and a final inspection was completed by the City of Visalia’s Building Department on September 9, 2024, to close the construction project. The project was completed with no change orders and open for public use on September 10, 2024.
Background:
At the December 20, 2021, City of Visalia Council Work Session, City Council approved the appropriation of $29,364,455 from the American Rescue Plan Act (ARPA), of which $3,900,000 were appropriated for citywide park improvements. There are several park projects that are slated to be completed with these funds, such as shade structures, arbor replacement, updating park amenities, and park playground replacement. Staff identified six parks that needed playground replacement due to age, vandalism, or the ability to obtain replacement parts. Riverbend Park is the first of the six parks to go through the RFP process.
RFP #22-23-68 was advertised on 10/26/2023 and 11/02/2023, for the design, demo, and construction of a new play structure within the dimensions of the existing playground fall surfacing area. Two proposer conferences were conducted on November 7, 2023, and November 8, 2023, where staff answered questions and toured the playground area with several contractors. Proposals for the RFP were due on November 29, 2023. The City received a total of five design submissions from three proposers. A selection committee was formed and met on December 21, 2023.
The selection committee reviewed the designs in a two-part process. The first review of the proposals that were submitted used the design criteria that was established in RFP #22-23-68. During their review the committee felt that the proposals submitted by Anchor 41 Construction and R. E. Schultz Option 1 had the top two designs. Staff then submitted the results to the Purchasing Division and the sealed cost proposals were released to the selection committee for review. The selection committee then reviewed the cost for each of the top two designs and concluded that the Anchor 41 design proposal was the overall winner that best meets the requirements of RFP #22-23-68 and the needs of the community.
Fiscal Impact:
The total construction cost of $286,345.70 is funded by the ARPA Fund 642 (Project No. 6420-72000/CP0499-999). The initial estimate for the playground project was $200,000.00. However, there are sufficient funds in ARPA Fund 642 project budget to cover the overage in project expenditures. There were no change orders for the project.
