Staff recommends authorizing the City Manager to execute a reimbursement agreement with Self-Help Enterprises in the amount of $121,799.15 for master plan storm drain improvements associated with their Crescent Meadows senior affordable housing project located along the west side of Highland Street, north of Ferguson Avenue.

 

Summary:

The Crescent Meadows senior affordable housing project is an 80-unit housing project being developed by Self-Help Enterprises. The project is located along the west side of Highland Street, north of Ferguson Avenue. The project will construct Highland Street across the project frontage, connecting to Ferguson Avenue and includes building a culvert crossing over the Modoc ditch. Additionally, the project will be installing 470 lineal feet of 48” master plan storm drain infrastructure in Highland Street from Ferguson to the north property line of the project. Specific items, quantities and unit costs may be found within Exhibit 1 of the draft reimbursement agreement attached to this staff report.

 

The costs associated with the master plan storm drain installation were reviewed and approved by the Developer Reimbursement Review Committee (DRRC) on Wednesday April 29, 2026. The DRRC is comprised of staff from the Engineering & Building, Planning & Community Preservation, and Finance Departments. The DRRC reviews developer reimbursement costs to ensure that the costs are reasonable compared to the City’s costs for comparable capital projects.

 

The total amount to be reimbursed to the developer is $121,799.15 for the master plan storm drain facilities. Storm drainage impact fees are to be credited to the developer for each permit issued within the development until the available credit balance has been fully exhausted. Remaining reimbursement would be due in the form of a cash payment to the developer for the improvements. Cash payments are to be paid as fund balances allow and may be paid over a period of time as designated within existing City municipal code.

 

Background Discussion:

The Crescent Meadows project is a new affordable senior housing community being developed by Self-Help Enterprises (SHE) in partnership with Visalia Senior Housing (VSH) in the City of Visalia. The community is located on the northwest corner of Ferguson Avenue and Dinuba Boulevard, Visalia, CA 93291. Crescent Meadows will consist of 80 units in total, 79 affordable units and 1 manager’s unit. There will be 64 one-bedroom units and 16 two-bedroom units. Of the 80 units, 24 units will be designated for permanent supportive housing, specifically for low-income seniors with special needs, including senior veterans who are experiencing or at risk of homelessness. The project includes an approximately 4,000 square foot community center which will provide office space for the full-time on-site manager, resident services, and supportive services staff.

 

As part of the project improvements along Highland Street, the project will install master plan storm drain infrastructure consisting of 48” diameter reinforced concrete pipe and 72” storm drain manholes. Per the storm drain master plan and impact fee program, reimbursement is due to a development project that installs infrastructure that serves a larger area, greater than what may be required for their project alone. Costs submitted represent the difference in those pipe and manhole sizes.

 

Fiscal Impact including annual maintenance and operating costs:
Cash reimbursements remaining after fee credits are issued are estimated to be approximately $74,000 and will be made from the Storm Sewer Fund 221 (CP9229 Storm Sewer Oversizing). The newly installed master storm drain facilities will become part of the City’s storm drain infrastructure and included within existing storm drain maintenance programs with nominal cost increases to the Public Works Department.
