Staff recommends City Council approve the contract change order for the Caldwell Avenue Widening Project from Santa Fe Street to Lovers Lane in the amount of $271,830.61.
Summary:
Staff seeks approval from Council for a contract change order for the bore and jacking of the sanitary sewer trunk line under Cameron Creek at the intersection of Caldwell Avenue and Lovers Lane. The installation of the sewer main under Cameron Creek will allow for the extension of the sanitary sewer trunk line approximately 1,500 feet east of Lovers Lane to support future development.
Engineering staff presented this item to the Change Order Committee on August 6, 2025, where the committee reviewed and approved. The Change Order Committee is a non-appointed committee of technical staff who are not directly involved with the project being considered. The Committee reviews the contract change order request for completeness, accuracy, constructability, objectivity, consistency, and overall insight.
Background Discussion:
The Caldwell Avenue Widening project from Santa Fe Street to Lovers Lane (Rd. 140) will widen Caldwell Avenue from 2-lanes to 4-lanes with a raised center median, curb, gutter, sidewalk, and a joint use pathway. This project will include the extension of the City’s storm drain and sanitary sewer systems within the City’s project limits.
The construction plans had called for the installation of the sewer main under the Cameron Creek culvert by an open trench method. The contractor questioned this method due to the depth of the sewer main and difficulty maintaining the integrity of the existing Cameron Creek box culvert. After further review of the box culvert, the final resolution was to utilize the jack and bore method of installing the sewer main under the Cameron Creek culvert. This method will keep the integrity of the existing concrete culvert and minimize the impacted area to the intersection of Caldwell Avenue at Lovers Lane while allowing traffic to flow through the intersection during the installation of the sewer main through the intersection.
The work has not been completed, and the contractor has not requested any additional working days which will keep the project within the scheduled completion date of May 2026.
There were additional design services needed to incorporate this change, which also involved modifications to a sewer line being extended north into Lovers Lane to service future development within the City of Visalia. The new design requires an additional sewer manhole and additional sewer main for the routing of the sewer main to service the future development along Lovers Lane north of Caldwell Avenue. All of these construction items are included in this construction change order.

This project is funded by SB1-LPP funds and Measure R funds as shown in the following table.

July 21, 2025. City Council authorized the fee payment of $168,844 to California Water Service for the installation of fire hydrants and irrigation water services for the Caldwell Avenue Widening Project from Santa Fe Street to Lovers Lane.
May 19, 2025. City Council accepted a presentation outlining the construction phases of work, traffic detours, closures and resident impacts for the Caldwell Avenue Widening Project from Santa Fe Street to Lovers Lane.
March 7, 2025. City Council authorized the fee payment of $121,000 to the National Fish and Wildlife Foundation for mitigation credits for the Caldwell Avenue Widening Project from Santa Fe Street to Lovers Lane.
January 11, 2025: City Council authorized the execution of an agreement with Krazan & Associates, Inc. to provide Geotechnical Material Testing Services for the Caldwell Avenue Widening Project from Santa Fe Street to Lovers Lane in the amount of $221,835.
