Department Recommendation:

Staff recommends that the City Council provide authorization to file the Notice of Completion for the Greenway Trail Phase 1 project. 

 

 

Summary:

In May of 2021 construction started on the Greenway Trail Phase 1 located east of Mc Auliff St and north of Hwy 198, this project spanned from approximately Mineral King Ave to Mill Creek.  The project was substantially completed in September 2022 (Partial NOC recorded in June 2023), with landscaping work pending.  The landscaping work required connection to the well system that was being re-furbished as part of the adjacent East Side Regional Park (ESRP) Basin G Project.  The well was put online in the Fall of 2024 and the landscaping was completed in April 2025, marking the full completion of the Greenway Trail phase 1 project. 

 

 

Background Discussion:

The project’s construction contract was awarded to Romanazzi General engineering in the amount of $583,523.82 in May 2021.  The total construction budget following prior partial Notice of Completion (recorded June 2023) was $639,875.71.  The following is a breakdown of the construction change orders following the partial notice of completion:

 

 

Change of Scope:

The cost associated with the change of scope category consisted of the well connection that was tied to ESRP Basin G Project.  The original plans called for a Cal Water service connection but in consideration of rate increases over time and proximity to the City owned well, staff opted for the well connection.  The delay to the well coming online and work associated with the tie into the well lead to the $58,610.39 cost increase, this included inflationary factors as observed during 2022-2023.  This resulted in a final construction cost of $698,486.08.

 

 

Fiscal Impact:

The Greenway Trail Phases 1 is funded using Active Transportation Program Grant Funds (281) and Measure R Trailways (132).  Phase 1 is being paid out of CP0298.   See below for the project funding breakdowns.

The estimated remaining budget is made up of ATP funds of approximately $260,000 and Measure R Trailway funds of approximately $15,000.  This comprises the remaining budget to close out the Greenway Trail Phase 1.  The balance of Measure R Trailway funds remaining after project closeout will be available for future bike/pedestrian projects, subject to City Council Approval.

May 3, 2021:

Authorized City Manager to 1.) Award the construction contract for RFB 20-21-43, Greenway Trail Phase 1 & 2 - Mineral King Avenue to Mill Creek and the installation of prefabricated pedestrian bridge at Mill Creek, to Romanazzi General Engineering, in the amount of $749,623.82; 2.) Execute a Measure R Supplemental Agreement with the Tulare County Association of Governments (TCAG); and 3.) Amend the Measure R Trail Expenditure Plan to designate $236,000 from the “K Street Bike Path” to the “Mill Creek Bridge at Greenway Trail”.

Authorized the City Manager to award a land surveying and design services contract and execute an agreement for RFP No. 13-14-24, in the amount of $195,755.00 to selected consulting firm of 4Creeks, Inc. and request an appropriation of $30,000.00 from the Measure R Trail Fund.  The project is for the SCE Greenway Trail improvements between the SCE Rector Station and the St John’s River Trail.  Project Number 2810-72000/CP8408-999.
