Department Recommendation:
Review and consider the appointments of individuals to the various boards and committees that have Council representatives appointed to them.
Summary:
The majority of the positions remain the same. Since the Council Members have remained consistent, it makes the most sense to use their knowledge and expertise to best represent the City with the various organizations. The changes that are being recommended:
1. Council of Cities is an on-call meeting - The group does not have any on-going issues to address so it has changed from an every-two month meeting to an on-call meeting.
2. Elimination of the Regional Conservation Investment Strategy Steering Committee - This body has completed their work and a representative is no longer needed.
3. Add Nick Bartsch, Public Works Director as an alternate to the Mid-Kaweah Groundwater Sustainability Agency - The previous alternate was Rhett Anderson who has left the City. Nick now oversees the City’s water related matters and it makes sense to have him as a second alternate to the two Council Members on the Agency Board.
4. Add Devon Jones, Economic Development Manager, as the alternate to the Visalia Economic Development Council and the Tulare County Economic Development Corporation - The City Manager has been the alternate, but Devon is intimately involved in this area and with these two organizations, and attends the meetings regularly. It is appropriate to have him serve as the alternate.
Background Discussion:
The Visalia City Council appoints individuals to several Committees, Sub-committees, Boards, and other organizations to represent the City Council, the City of Visalia organization, or the community of Visalia. In some instances, there are two members or even two alternates. The organizations include, but are not limited to, the Tulare County Association of Governments, the Tulare County Economic Development Corporation, the Downtown Visalia Property Owner’s Association, and the Visalia Convention & Visitors Bureau. A full list of the organizations and the Mayor’s recommendations for the appointments is attached.
The list of the current appointments was distributed as part of the special meeting on December 11, 2024, and Council Members were asked to provide feedback to Mayor Taylor on which ones they are interested in serving. The Mayor reviewed the list and has provided the attached recommendations. The Council may adopt the list as recommended or may modify any or all recommendations.
