Department Recommendation:
Staff recommends that the City Council authorize the award of a construction contract for the removal of existing concrete picnic tables and installation of new steel picnic tables at Whitendale, Blain and Ruiz Parks to Mountain Vista Construction of Visalia, CA, in the amount of and not to exceed $336,273.00, per specifications of RFB No. 23-24-38.
Background Discussion:
At its meeting on December 20, 2021, the City Council approved the appropriation of $29,364,455 from the federal American Rescue Plan Act (ARPA), of which $3,900,000 were appropriated for citywide park improvements. There are several park projects that are slated to be completed with these funds, such as shade structures, arbor replacement, updating park amenities, and park playground replacement. Staff identified three parks that contained old damaged concrete tables that needed replacement, including Whitendale Park, Blain Park and Ruiz Park.
The Picnic Table Removal and Replacement Project will include the removal of twenty (20) eight-foot (8’) concrete picnic tables, installation of fifteen (15) six-foot (6’) steel picnic tables, and three (3) six-foot (6’) ADA-compliant steel picnic tables at Whitendale Park; removal of nineteen (19) eight-foot (8’) concrete picnic tables, one (1) eight-foot (8’) steel picnic table, installation of fifteen (15) six-foot (6’) steel picnic tables, three (3) six-foot (6’) ADA-compliant steel picnic tables, and a five-foot (5’) ADA-compliant sidewalk approximately forty-five (45) feet in length to Arbor 3 at Blain Park; removal of eight (8) eight-foot (8’) concrete picnic tables, installation of six (6) eight-foot (8’) steel picnic tables, and two (2) ADA-compliant steel picnic tables at Ruiz Park. To achieve the required ADA path of travel to and around the arbors, the table size and quantity had to be reduced (please see attached table placement map). The current picnic arbors do not meet accessibility standards between tables and around the arbors. The steel tables were selected for durability while maintaining ADA-compliant seating and path of travel requirements. The contractor will also be required to fill any voids and/or make repairs to any damage to the concrete pad while removing the existing tables.
RFB No. 23-24-38 was advertised on May 17, 2024, and May 22, 2024, for the removal of existing concrete picnic tables and installation of new steel picnic tables. Two mandatory proposer conferences were conducted on May 29, 2024, and May 30, 2024, during which staff answered questions and toured the picnic arbors with several contractors.
On Thursday, June 20, 2024, the City received bids from six (6) contractors in the Bid Summary below. Mountain Vista Construction of Visalia, CA was the qualified low bidder for RFB No. 23-24-38 Park Picnic Tables Replacement Project at Whitendale Park, Blain Park, and Ruiz Park.
