Department Recommendation:

Staff recommends that City Council authorize the City Manager to award the construction contract for FY 18-19 SB1 Street Rehabilitation - Walnut & Murray (RFB 21-22-11), to Don Berry Construction, Inc. in the amount of $2,668,774.30.

 

Summary:

The FY 18-19 SB1 Street Rehab Project consists of two separate projects bundled together to obtain cost savings via economies of scale.

 

Those projects are as follows:

 

Project 1 (SB1 - CP0289): This project consists of paving Walnut Avenue from Central to Court (1.12 mi) and Murray Ave from Dudley to Encina (0.62 mi).  The rehabilitation work on Walnut Avenue includes removing isolated areas of pavement failures, also known as digouts, edge grinding of existing asphalt, and overlaying with asphalt and a paving mat.  The rehabilitation work on Murray Avenue consists of grinding off the existing asphalt, proof rolling the aggregate base, and overlaying with asphalt to include a paving mat.  The paving mat is made of recycled materials and is designed to maximize the life of the new pavement section.  Additionally, the project will upgrade some of the existing curb ramps to meet current Americans with Disabilities Act (ADA) requirements on both street segments.

 

Project 2 (Gas Tax - CP0402): This project, the Paradise Street Project, will resolve the subsidence in front of the residence on 3427 E Paradise Avenue.  Preliminary subsurface exploration has revealed debris and uncompacted fill underneath the roadway at this location resulting in the settling of the area.  The work to be performed includes excavation and disposal of the poor quality soil, compaction of new engineered fill, concrete improvements such as curb & gutter, sidewalk, and driveway, and repaving the disturbed work area.

 

Bidding Process:

A formal City bid process was conducted and on December 2, 2021, City staff opened eight (8) bids that were submitted for the project.  Per the construction contract documents, the apparent low bid was established by the lowest total of the Base Bid plus Alternate Bid 1 plus Alternate Bid 2.  The results are summarized below, listed in order from lowest to highest bid.

Don Berry Construction submitted the lowest responsive Bid, and it is staff’s recommendation they be awarded the contract.  Staff reached out to the County of Madera, where Don Berry Construction is currently working on the County’s Pavement Rehab Project, and the County of Madera’s project manager indicated that Don Berry was easy to work with, had good communication to both staff and residents, minimal change orders, and performed quality work.  Additionally, our City Inspectors also noted that Don Berry Construction is a reputable contractor that performs quality work.

 

Background Discussion:

The City of Visalia currently maintains a street network of approximately 507 centerline miles of roadway and nearly 100 million square feet of pavement.  In an effort to appropriately direct maintenance activities and optimize the use of the limited maintenance funds available, Staff incorporated a Pavement Management Program (PMP) eight years ago, following the lead of other similarly sized California municipalities.

 

The projects that were constructed in the last eight years and those being awarded now will increase the City’s overall pavement condition index (PCI).  PCI is a numerical index between 0 to 100, with 0 indicating very poor pavement condition and 100 to indicate excellent pavement condition.  Higher PCI values represent better roads.  Roads with higher PCI have little to no visual stresses in the pavement such as cracks, rutting, or pot holes, and are generally smoother to drive on resulting in less wear and tear on vehicles.  Furthermore, higher PCI values, and thus better road conditions, make the road safer for the traveling public.

 

 

Fiscal Impact:

These projects are funded using SB1- Road Maintenance (Fund 113), Measure N (Fund 141), and  Gas Tax (Fund 111) funds.  Below is a summary of the estimated construction cost for both projects.
