Department Recommendation:

Staff recommends City Council authorize the following:

1)                     City Manager to enter into a contract with Kimley- Horn & Associates for the design of the Signal Interconnect Project along various corridors in the amount of $488,430; and 

 

2)                     Accept $5,956,000 of Congestion Mitigation and Air Quality (CMAQ) funds awarded for Traffic Signal Interconnect Projects at various locations; and

 

3)                     Appropriation of an additional $2,716,000 from Fund 281 (State Transportation) to the projects identified in this project.

 

Summary:

The Signal Interconnect Project consists of seven (7) segments of roadways within the City of Visalia that will extend the existing Intelligent Transportation System (ITS) network connecting existing signalized intersections and allowing for future expansion of the ITS network.  The various segments have been combined into three main projects based on the funding sources.

 

The project locations are described below and are shown in an exhibit attached to this staff report.

Project A:

1.                     Caldwell Avenue - (Santa Fe St and Lovers Lane)

2.                     Akers Street - (Walnut Avenue and Goshen Avenue)

3.                     Plaza Drive - (Crowley Avenue and Riggin Avenue)

4.                     Demaree Street - (Mill Creek Dr and Ferguson Ave)

5.                     Riggin Avenue - (Akers St and Giddings St)

 

Project B:

1.                     Caldwell Avenue - (Akers St. and County Center Dr.)

 

Project C:

1.                     Walnut Avenue - (Akers Street and Plaza Drive)

 

The design of the projects is funded by local City funds and the construction is a combination of Congestion Mitigation and Air Quality (CMAQ) funds and local funds. 

 

Background Discussion:

The City of Visalia applied for the CMAQ grants in 2024 for construction funds for these seven segments with the anticipation of being awarded a portion of the applications submitted.  The City’s applications fared well and the City was awarded construction funds for all seven of the applications submitted.  The seven segments will add approximately 11 miles of fiber optic cable connecting traffic signals along each corridor and connecting existing City owned facilities where practical. 

 

Each new segment will extend the existing ITS network which is in conformance with the City of Visalia Intelligent Transportation System Strategic Plan.  The extensions will be designed to have the capacity to provide connectivity to adjacent traffic signals or other infrastructure throughout the City.  

 

The consultant will prepare the construction plans, project specifications, and construction estimate for all the individual segments.  The consultant, Kimley-Horn & Associates, Inc. has successfully completed over five ITS projects over the past ten years.  They have provided the City with sound ITS expertise and clear construction documents.  The current projects have specific timelines associated with CMAQ funding and the consultant has committed to meeting the funding deadlines.

 

Kimley-Horn & Associates is one of four professional design service firms that City Council approved with RFQ 20-21-55 in February 2021.  Kimley-Horn & Associates was selected from the rotating list of these four qualified professional design service firms due to their expertise in the design of ITS network systems and their responsiveness.

 

As further detailed below, the five segments listed as Project A have been grouped together since they share the same funding sources which allow them to be bundled to reduce the effort required to advertise five separate projects.  The other two projects, Project B and Project C, will be individual projects due to the additional funding sources which require separate accounting recording associated with the various funding sources. 

 

Project A, with its five segments, will extend the existing ITS infrastructure to additional intersections and expanding the ITS network for today’s needs and providing for future expansion.  These segments have the same funding sources, therefore, they have been bundled together to reduce staff’s efforts required for the advertisement of five individual projects. 

 

Project B, Caldwell Avenue from Akers Street to County Center, is a separate project because in addition to providing ITS connectivity to the traffic signals, an information service connection will be extended to the Visalia Police Department Substation located at the corner of County Center and Cameron Avenue.  This additional connection will provide a City owned and controlled connection within the City’s information services network. 

 

Project C, Walnut Avenue from Akers Street to Plaza Drive, is a separate project because this will provide a City owned and controlled fiber optic connection to the airport facilities, the animal control center, and the wastewater treatment plant.  These three facilities are interconnected between themselves with a fiber optic connection but the connection between three facilities and the City’s central network which is located within the VECC is connected utilizing a leased communication link.  This project will work in conjunction with another Capital Improvement Project (CP0664) and will eliminate the need for the leased communication connection and provide a City owned and controlled connection. 

 

Fiscal Impact: These projects are funded by Measure R Local funds (131), Measure R-Regional funds (133), Congestion Mitigation and Air Quality (CMAQ) funds (281), Information Services funds (511), Animal Control funds (406), Airport funds (411), and Waste Water Treatment Plant funds (431) as shown in the following tables.

Prior Council Action:
February 5, 2024.  City Council authorized the submission of Congestion Mitigation and Air Quality (CMAQ) program funding applications to the Tulare County Association of Governments (TCAG) for multiple proposed capital improvement projects.

Environmental Assessment Status:  The environmental assessment will be completed during the design process.

 

CEQA Review:  These projects will be requesting a Categorical Exemption through the CEQA review process since all the work will be within the existing public right of way.

 

Deadline for Action:  12/15/2025
