Department Recommendation: Staff recommends that City Council authorize the City Manager to award a 5-year sole source contract with Landia, Inc. to provide services to repair and, when necessary, replace submersible recycle pumps and mixers at the Visalia Water Reclamation Facility in an amount not to exceed $134,000 per year and $670,000 over the life of the contract.
Summary:
The Visalia Water Reclamation Facility uses submersible recycle pumps and mixers in the aeration basins to support biological nutrient removal and reduce nitrogen in the wastewater. The aeration basins contain 4 recycle pumps and 12 mixers, and staff typically maintains 2 spare recycle pumps and 4 spare mixers to minimize downtime when equipment requires repair. Landia, Inc. is the sole provider of parts and repair services for this equipment. Approval of the proposed 5-year sole source contract will allow staff to obtain timely repairs and replacements, as needed, while maintaining critical process reliability.
Background Discussion:
The Visalia Water Reclamation Facility relies on the aeration basin process to treat wastewater and meet regulatory requirements. The recycle pumps and mixers are critical components in this process because they help move and mix wastewater and mixed liquor within the aeration basins, supporting the biological conditions needed to reduce nitrogen before final treatment and discharge.
The facility currently has 4 Landia recycle pumps and 12 Landia mixers installed in the aeration basins. Due to the corrosive and demanding wastewater environment, the pumps and mixers periodically require maintenance, repair, or replacement. To reduce the risk of extended process downtime, staff typically keeps 2 spare recycle pumps and 4 spare mixers available so failed equipment can be removed from service and replaced while repairs are completed.
Landia, Inc. is the sole provider of parts and service for the Landia recycle pumps and mixers used at the WRF. Because the equipment is proprietary and must be repaired with the correct parts and technical expertise, a sole source contract is necessary to ensure repairs are performed properly and the equipment remains compatible with the existing aeration basin systems.
Under the proposed contract, Landia, Inc. will perform repairs on an as-needed basis. If a mixer or pump is inspected and determined to be beyond economical repair, Landia will provide a replacement unit. Establishing a 5-year contract will streamline procurement, reduce delays in obtaining parts and repair services, and support continued reliability of the WRF nitrogen removal process.
Annual spending with Landia over the past three fiscal years has averaged around $85,000. Staff estimates that an annual NTE of $134,000 should be enough to cover the worst-case scenario of needing several extensive repairs on each shelf-spare in a single year.
Fiscal Impact including annual maintenance and operating costs: The proposed 5-year sole source contract will have an annual not-to-exceed amount of $134,000 and a total not-to-exceed amount of $670,000 over the life of the contract.The total contract amount includes capacity for as-needed repairs and potential replacement of pumps or mixers that cannot be repaired during the contract term. Funds are budgeted annually in the Wastewater Fund (431) Capital Budget under CP0439. Costs will only be incurred as services, parts, or replacement units are needed.
