Department Recommendation:
Staff recommends that the City Council authorize the City Manager to execute an agreement with Krazan & Associates, Inc to provide construction material testing services for the Tulare Avenue Major Rehabilitation project from Demaree to Cotta in the amount of $72,500.
Background Discussion:
The City of Visalia is currently maintaining a street network of approximately 507 centerline miles of roadway and nearly 100 million square feet of pavement. In an effort to appropriately direct maintenance activities and optimize the use of the limited maintenance funds available, Staff incorporated a Pavement Management Program (PMP) 11 years ago, following the lead of other similarly sized California municipalities.
Tulare Avenue, as identified in the Pavement Management Plan, was selected for resurfacing. This project includes a pavement rehabilitation of approximately 2.9 miles of roadway on Tulare Avenue from Demaree to Cota Street. The rehabilitation work includes removing isolated areas of pavement failures, also known as digouts, grind the existing pavement section and overlay with hot mix asphalt. In addition to these improvements, the project will also upgrade some of the existing curb ramps to meet current Americans with Disabilities Act (ADA) requirements and Public Rights-of-Way Access Guidelines (PROWAG). Lastly, the project will incorporate some traffic signal improvements at intersections throughout the corridor.
The City of Visalia Purchasing Division issued a request for Qualifications (RFQ) to retain up to five (5) qualified consulting firms to provide Material Testing Services on an on-call basis. The City received and reviewed eight (8) proposals in response to the solicitation. A selection committee reviewed and ranked each proposal to develop a list of five qualified firms. The firms selected are as follows.
• Krazan & Associates, Inc. from Clovis, CA,
• Moore Twining Associates, Inc. from Fresno, CA,
• Kleinfelder from Fresno, CA,
• NV5 West, Inc. from Bakersfield/Visalia, CA and
• SK Associates from Fresno, CA.
The on-call contract is a one-year contract with up to 4 additional one-year renewals.
The top five (5) Consultants listed above all met the requirements presented in RFQ 23-24-04 and have all worked on various City projects in the past with positive reviews from City’s construction managers and listed references. These testing laboratories have field technicians that are located within a 45-mile radius of the City Limits of Visalia which is very beneficial when testing services are required on short notice. In addition, all personnel and laboratories for these firms are all properly certified.
Krazan & Associates, Inc. was selected for the material testing services for the Tulare Avenue Major Rehabilitation Project from Demaree to Cotta. They were selected following the procurement procedures identified in the LAPM using a mini-RFP. All 5 on call consultants were solicited via email to respond with a letter proposal by April 1st, 2025. Of the 5 consultants on call, 3 had responded with a letter. Krazan & Associates, Moore Twinning, and BSK. A selection committee was formed to rank the proposals based on qualifications. Krazan & Associates ranked first in the committee.
Fiscal Impact:
The Major Road Rehabilitation on Tulare Avenue from Demaree to Cotta Street is funded using the Surface Transportation Block Grant Program (STBGP) and the Highway Infrastructure Program (HIP) through the Federal Highway Administration (FHWA) and the Road Maintenance and Rehabilitation Account (RMRA) (SB1).
