Department Recommendation:

Staff recommends that the City Council authorize the filing of a Notice of Completion for the ADA Pathway Improvements from Main Street to Transit Center Project (6110-72000/CP0420-999).

Background Discussion:

In April of 2022, the City adopted the Annual Action Plan for the federal Community Development Block Grant (CDBG) administered by U.S. Department of Housing and Urban Development (HUD). The Annual Action Plan identified several projects and programs that were to receive an allocation from the CDBG grant. The ADA improvement project from Main Street to Transit Center is one of the approved public facility improvement projects that was included per the request of the Disability Advocacy Committee (now the Citizen’s Advisory Committee). CDBG funds were allocated to the project to improve ADA standards in the downtown area for the pathway connecting Main Street to the Transit Center.

The project improvements are located along the pathway on Bridge Street and Santa Fe Street that connects Main Street to the Transit Center. This project was targeted to correct ADA deficiencies through repair and replacement of existing intersection ramps, sidewalk sections, curb, tree wells, driveway approaches and alley approaches. Existing brick ramps at the intersection of Main Street and Bridge Street and at the intersection of Main Street and Santa Fe Street were replaced with new concrete ramps and Sidewalk sections were replaced with new concrete sections. New tree well grates were installed around existing trees. All new improvements will comply with ADA standards to ensure the safety and convenience of pedestrians.  Construction was completed in June of 2024.

The Total Project cost (Construction contract, Change Orders, Material Testing and Project Management & Design Staff Time) was $469,754.83.  The construction contract was awarded to JT2 Inc. DBA Todd Companies, in the amount of $334,250.00, in February of 2024. The final cost of the construction contract including change orders is $363,400.87.  Only one Change Order was processed in the amount to $29,150.87 an 8.5% increase to the original contract.  Below is a summary of the contract change.

Change of Scope & Error and Omissions:  During the project construction staff determined the need to expand the project scope in order to satisfy ADA compliance requirements and accessible transitions.  The additional scope included concrete sidewalk improvements and modifications to curb ramps and field change modifications to drive approaches.  This additional work was included in construction change order number one.  Please refer to fiscal impact section for project budget.

Fiscal Impact:

The construction project was funded by federal Community Development Block Grant (CDBG) for a total project budget of $499,940.00.  Below is a breakdown of all the costs associated with this project.
