Department Recommendation:

Staff recommends that the City Council authorize the following:

1)                     To file a Notice of Completion for the Greenway Trail Phase 2 (Mill Creek Pedestrian Bridge);

2)                     Appropriation of an additional $10,000 from the Measure R Trails (132) fund to the Mill Creek Bridge on Greenway Trail project (CP0189);

3)                     Authorize the amendment to the Measure R Expenditure Plan to reallocate $10,000 from the “K Road along SJ line” to the “Mill Creek Bridge on Greenway Trail”

 

Background Discussion:

In 2013, the City of Visalia began designing the Greenway Trail which included preparation of California Environmental Quality Act (CEQA) documentation.  The City entered a contract for $195,755.00 with 4Creeks, Inc. on January 22nd, 2014 for engineering services for the design and specification preparation for the Master Plan of the Greenway Trail Corridor Project. 

 

The Greenway Trail Corridor Project spans from Cameron Creek on the south (just south of Walnut Avenue), adjacent to the Southern California Edison (SCE) Rector Station on Avenue 148, northerly to the St John’s River Trail along or under the SCE power lines. 

The Trail’s master plan design was prepared by 4Creeks and funded out of a separate CIP, CIP8408. This CIP was strictly for the design of the Master Plan of Greenway Trail Corridor Project and not for construction since it was the intent of the City to acquire grant funding for construction.

The original contract with 4Creeks Inc was for the 100% design of the Greenway Trail from Cameron Creek to the St Johns Trail.  But due to lower grant funding allocations available, the Master Plan document required the design plan to be broken into four separate segments. Therefore, the City contracted with 4Creeks, Inc. in November 2020, to break up the Master plans into separate PS&E construction documents for each individual trail segment with the ability to construct each trail segment as a standalone project as construction funding becomes available.

 

Staff is working with TCAG on funding opportunities for future phases. 

 

Greenway Trail Phase 2 - Mill Creek Pedestrian bridge, CP0189

The Greenway Trail Phase 2 is the installation of a twelve (12) foot wide pedestrian steel bridge crossing Mill Creek.  This bridge connects future phases of the Greenway Trail that will continue north, crossing Houston Avenue and connecting to the St Johns Trail.

 

The start of construction began on September 20th, 2021; Greenway Trail Phase 2 was completed in December 2022.

The original construction contract was awarded to Romanazzi General Engineering in the amount of $166,100.00 in May 2021.  The cost of construction including change orders is $180,290.70 Total change orders are $14,190.70.

Errors & Omissions

The costs associated with the Errors & Omissions category consisted of the cost to install irrigation sleeving couplers in order to cap the irrigation pipe sleeve that needed to be cut as it conflicted with the bridge abutment.  This cost was shared by the contractor and the City as a 50% split for the labor and materials.  Because the project plans were not clear as to the piping measurements and the contractor did not verify length ahead of installation, it was agreed to split the extra cost. 

 

 

Unforeseen

The cost associated with Unforeseen category consisted of material price increases due to the inflationary market that was occurring during 2022.  There was also an additional cost to mobilize a crane twice to place the pedestrian bridge as the bridge manufacturer could no longer keep the bridge at their facility.  The bridge supports or abutments could not be constructed in time for bridge delivery due to the running water in Mill Creek.

 

There was a total of two (2) contract change orders associated with Greenway Trail Phase 2 pedestrian bridge. Each of the change orders were reviewed and approved by the City of Visalia Change Order Committee.   The committee approved the Change Order, but please note that the Change Order Committee is a non-appointed committee of technical staff who are not directly involved with the project being considered.  The Committee reviews the contract change order request for completeness, accuracy, constructability, objectivity, consistency, and overall insight.

Budget Deficit:

The project shortfall is due primarily to material cost increases stemming from the high inflation that was experienced throughout 2022.  The requested appropriation from the Measure R Trail (132) fund will be sufficient to close out the Greenway Trail Phase 2 Project.

 

 

Measure R Trail Expenditure Plan:

In addition to City Council approval being required to allocate Measure R Trail funds toward a specific project, the Measure R Expenditure Plan must identify sufficient funds are available for the project. City Council approved on May 3, 2021 the reallocation of Measure R Trails funds between projects to fund the Mill Creek Bridge on Greenway Trail in the amount of $236,000.

To address the above noted deficit, an additional reallocation of funds in the amount of $10,000 is needed towards this project. Therefore, Staff recommends the reallocation of $10,000 from the “K Road along SJ line” to the “Mill Creek Bridge on Greenway Trail” projects as identified in the Expenditure Plan. This reallocation of funds is recommended since there are still available funds in the “K Road along SJ line” project due a previous engineering study finding K Street alignment infeasible because of the right of way challenges associated with the railroad. The table below summarizes the Measure R funds available for the “K Road along SJ line” project to reallocate to specific projects.
