Department Recommendation: Staff recommends that the City Council authorize the City Manager to award an annual contract to Mike Clark Trucking Services for the transport of road materials in an amount not to exceed $126,000 annually, totaling $630,000 over the life of the contract, with an option to renew annually for up to (4) additional one-year terms.

 

Summary:

Within the City’s 39-square mile jurisdiction, the Street Maintenance division maintains approximately 525 miles of streets. Maintaining the streets is done with several different procedures, including, but not limited to, thin skin patches, minor overlays, dig-outs, and pothole patching. This contract is for the transport and delivery of construction materials needed, including but not limited to asphalt, road base, and sand.  The purchase of these materials is done through other contracts.

 

Background Discussion:

Due to the expiration of the prior contract for the transportation of road construction materials, staff solicited bid proposals through request for bid (RFB) 24-25-57. Purchasing advertised the RFB on November 20 & 25, 2025 in the Visalia Times Delta, on Bid Net, and sent letters to companies the City has worked with in the past. Bids were publicly opened on December 18, 2025, and received the following four bids:

 

1. Mike Clark Trucking Services $126,000

2. WTB Inc. $130,000

3. Ray Machado Trucking $135,000

4. Bear Down Logistics $148,500

 

Staff evaluated the lowest bid from Mike Clark Trucking. Mike Clark Trucking is currently contracted with the City hauling material for Wastewater Collections and meets all the requirements of the RFB.

 

Fiscal Impact: Funding for the transport of road maintenance materials is budgeted annually in various street maintenance capital improvement projects within the Gas Tax Fund (111).

 

Prior Council Action: On August 6,2018, City Council authorized to award a 5-year contract to WTB Inc for the transport of road maintenance materials.
