Department Recommendation:
Staff recommends that the City Council:
1. Authorize the City Manager to award a contract with Agee Construction Corporation for RFB 23-24-61 for the Riggin Avenue Widening Project Kelsey Street to Shirk Street 3010-72000/CP0398-999 in the amount of $8,098,281.00; and
2. Authorize the transfer of Measure R Regional (133) funds of $2,565,000 from the Riggin Ave. Widening from Roeben St. to Akers St. project (CP0628) to the Riggin Ave. Widening from Kelsey St. to Shirk St. project (CP0398); and
3. Authorize the City Manager to amend the Measure R Supplemental Agreements.
Background Discussion:
The Riggin Avenue Widening Project spans from Kelsey St to Shirk St and consists of widening the existing 2-lane street to a divided 4-lane street with the construction of center medians, median landscaping, street lighting, interconnect conduit, storm drainage, turn pockets, Class IV bike lanes, and the signalization of Riggin Ave. and Shirk St.
Industrial and residential development in the surrounding areas has increased significantly over the past ten years, resulting in greater traffic congestion in this area of the City. The widening of this segment of Riggin Avenue between Kelsey Street and Shirk Street will help alleviate this congestion. Additionally, the proposed traffic signal at the intersection of Riggin Avenue and Shirk Street will help with access to the SR 198 and SR 99 interchanges along those respective roadways.
This project will be constructed concurrently with the Shirk Capacity Enhancement Project from School Ave. to Riggin Ave. and the Carleton Acres Commercial Development project at the northeast corner of the Shirk and Riggin intersection.
Traffic Impacts:
The project construction documents require the contractor to maintain a single lane of travel in both the east and westbound direction along Riggin Avenue throughout construction. A construction management firm has been hired by the City to manage public outreach and to work with the contractor to minimize traffic impacts during construction and assist with monitoring the safety of the motoring public.
Bidding Process:
Staff advertised RFB 23-24-61 for the Riggin Avenue Widening Project from Kelsey St. to Shirk St. beginning February 3rd, 2025 and the RFB closed Tuesday, March 11th, 2025. This project received the following seven (7) bids:

City Staff proceeded to review all seven (7) bids submitted and Agee Construction Corporation’s bid proposal was determined to be the lowest responsive bid as part of the review process. The references provided by Agee Construction Corp. have been verified. The references provided included County of Fresno, City of Fresno, and City of Visalia. These references were called by City staff with favorable responses from all jurisdictions. As a result, Staff recommends that the construction contract be awarded to Agee Construction Corp.
Fiscal Impact:
Riggin Avenue Widening project is a multi-funded project with funds budgeted from Transportation Impact Fee (241), Measure R Regional Fund (133), and an Economic Development Administration grant.

Due to the above-identified budget deficit, staff recommends the transfer of $2,565,000 of Measure R Regional (133) funds from the Riggin Widening from Roeben to Akers project to the Riggin Widening from Kelsey to Shirk project. An amendment to the Measure R Supplemental Agreements for the projects is needed to transfer Measure R Regional funds between projects.
This shortfall is due to increasing construction cost as well as a $1.8M Measure R Regional transfer prior to other Riggin projects to address shortfalls that were seen on those project.
City Council approved on January 21, 2025, the submission of Congressional Community Project Funding requests for the 2025-26 Fiscal Year to include a request of $4 million towards the widening of Riggin Avenue. If approved, funding will be allocated towards the Riggin Widening from Roeben to Akers project to backfill the Measure R funds being transferred to the Riggin Widening from Kelsey to Shirk project. If the Congressional request is not filled, Measure R Regional funds will be used for the project.

Council Authorized the City Manager to execute an agreement with NV5, Inc. to provide construction management services for two City projects 1) Shirk Street Capacity Enhancement Project from School Ave to Riggin Ave and 2) Riggin Avenue Widening Project from Kelsey St to Shirk St in the amount of $545,707.60 & $259,369.23 respectively, combined total of $805,076.83
