Department Recommendation:
Staff recommends that City Council authorize the City Manager to file a Notice of Completion for the FY 18-19 Major Street Rehabilitation - Walnut & Murray Project.
Summary and Background:
The FY 18-19 Major Street Rehab Project consisted of two separate projects bundled together to obtain cost savings via economies of scale.
Those projects are as follows:
Project 1 (Measure N - CP0289): This project consisted of paving Walnut Avenue from Central to Court (1.12 mi) and Murray Ave from Dudley to Encina (0.62 mi). The pavement rehabilitation work on Walnut Avenue included removing isolated areas of pavement failures, also known as digouts, edge grinding of existing asphalt, and overlaying with asphalt and a paving mat. The pavement rehabilitation work on Murray Avenue consisted of grinding off the existing asphalt, proof rolling the aggregate base, and overlaying with new asphalt to include a paving mat. The paving mat is made of recycled materials and is designed to maximize the life of the new pavement section. Additionally, the project upgraded some of the existing curb ramps to meet current Americans with Disabilities Act (ADA) requirements on both these street segments. The project also included the replacement of in-pavement vehicle detection systems with new intersection video detection systems at five intersections. Video detection cameras will provide a significant operational improvement to the intersections. Cameras can distinguish between passenger vehicles, trucks, and bikes and automatically adjust signal timings to give additional green time as necessary reducing idle time and emissions. There are savings over time as the in-pavement detection loops will no longer need replacement with future pavement rehabilitation projects.
Project 2 (Gas Tax - CP0402): This project, the Paradise Street Project, resolved the subsidence in front of the residence on 3427 E Paradise Avenue. A subsurface exploration had revealed buried debris and uncompacted fill underneath the roadway at this location resulting in the settling of the area. The work performed included excavation and disposal of the poor- quality soil, compaction of new engineered fill, concrete restorative improvements such as curb & gutter, sidewalk, and driveway, and repaving the disturbed work area.
Both projects were completed within budget and without any change orders. The project was publicized through the City’s social media and the contractor’s own notification process, which minimized resident complaints.
Fiscal Impact:
These projects were funded using Measure N (Fund 141) and Gas Tax (Fund 111) funds. Below is a breakdown of all the costs associated with these projects:

Prior Council Action:
January 18, 2022: City Council authorized the City Manager to award the FY 18-19 Major Street Rehab - Walnut & Murray Project to Don Berry Construction, Inc. of Kingsburg, CA in the amount of $2,668,774.30.
