Department Recommendation:

Staff recommends that the City Council:  

1.                     Authorize the City Manager to award the construction contract for RFB 22-23-19, Riggin Avenue Widening & Improvements (Akers to Demaree), to Agee Construction Corporation in the amount of $4,059,548.45; and

 

2.                     Authorize the transfer of a total of $1.6M of Measure R Regional Funds to the Riggin Avenue Widening from Akers to Demaree Project (CP0397) to fund the budget shortfall, from the following Capital Improvement Projects:

a.                     $1.1M from the Riggin Avenue Widening from Mooney to Conyer project (CP0473)

b.                     $500,000 from the Riggin Avenue Widening from Kelsey to Shirk project (CP0398)

 

Background Discussion:

The Riggin Widening Project from Akers to Demaree (CP0397) will widen the existing roadway to four lanes and provide bike lanes, sidewalks, drainage improvements, and new medians. The widening of the existing roadway requires the installation of six fire hydrants along the one-mile span as well as one irrigation service meter to serve the new median landscaping.  This segment of Riggin will be constructed in multiple phases in order to minimize impact to residents and allow for through traffic to continue to circulate. Construction is anticipated to start in January 2023, and be completed by early summer, 2023. .

 

The basis of award included two additive bid items: Additive 1 consists of pavement rehabilitation using Full Depth Reclamation with Cement (FDR-C) between Akers and Linwood along the southern half of Riggin and Additive 2 consists of flexible delineator posts along the buffered bike lane for the span of the project.  This configuration will not impact the structural section of the roadway.  If in the future a 6-lane configuration is deemed necessary, the delineators and bike lane can be removed for the additional lanes. (See attachment 5 for proposed delineator locations). 

 

The existing pavement section on the south side of Riggin between Akers and Linwood displays visible indicators of pavement failure. Research into the history of this segment revealed that when it was constructed as part of the adjacent residential subdivisions, the pavement structural section was not designed to withstand the volume and weight of traffic experienced by arterial roadways. The existing pavement was only built to handle local street levels of traffic, which is why it is displaying visible signs of stress and failure. Bid Additive 1 will rehabilitate this failing section using FDR-C.

 

Bidding Process:

Staff recommends hiring Agee Construction Corporation to complete the construction of the Riggin Avenue Widening & Improvements from Akers to Demaree. On September 28, 2022, the City’s Purchasing Division issued RFP-22-23-19 to obtain bids for the construction of the Riggin Avenue Widening & Improvements Project. On November 4, 2022, staff received seven (7) bids:

Staff reviewed Agee’s bid package and found it to be in compliance with the City’s requirements. In addition, staff contacted the contractor’s listed references at the City of Dinuba and the City of Visalia. Two of the contractor’s three referenced projects were Visalia Street Rehabilitation projects, namely FY 19-20 Measure N Street Rehab-Ferguson & Hurley and FY 16-17 Major Street Rehab-Houston Avenue. Both the reference at the City of Dinuba and Visalia City staff expressed satisfaction with the contractor’s past performance and highly recommend them.

 

Project Schedule:

The Riggin Widening Project from Akers to Demaree will be constructed in multiple phases. While the exact phasing will be refined by Agee and subject to the City’s Encroachment Permit Department approval, the tentative phasing is as follows:

1.                     Construction of the North Half-underground work, including 3 hydrants and a water meter by Cal Water, demo, concrete work, paving

2.                     Switch traffic to the newly constructed north side of Riggin

3.                     Construction of the South Half-underground work, including 3 hydrants by Cal Water, demo, concrete work, paving

4.                     Installation of Median Transitions and Worms

5.                     Striping and Landscaping

Payment to Cal Water for the installation of 6 hydrants and 1 water meter was approved August 15th, 2022.

 

This project is anticipated to complete construction by June pending no major issues or weather delays.

 

Project Outreach:

The public will be noticed of construction activity through standard outreach mediums (press release, posting via social media, and coordination with various first responders, Visalia Unified School District and various city departments).  No road closures are expected nor any lane restrictions.  If a road closure is needed, staff will evaluate if the closure adversely affects anyone and perform necessary notices, test messages, or public meetings.

Transfer of $1.6M MR Regional Funds to Riggin - Akers to Demaree (CP0397)

 

Staff recommends the transfer of Measure R Regional Funds from other Riggin Widening projects currently funded with Measure R Regional Funds to address the budget shortfall on the Akers to Demaree segment. The transfer of funds will create a budget deficit for the Riggin - Mooney to Conyer (CP0473) and the Riggin - Kelsey to Shirk segments.  However, staff is currently working with TCAG to allocate additional Measure R Regional funds towards these Riggin Avenue projects and the ongoing widening of the corridor. This funding transfer is being recommended by City staff along with TCAG concurrence in consideration of keeping construction moving forward for the Akers to Demaree segment first; the Mooney to Conyer segment anticipated in summer of 2023 followed by construction of the Kelsey to Shirk segment to begin in summer of 2024.  The start of construction of these two projects is being coordinated with the relocation of SCE poles. 

 

Prior Council Action:

August 15, 2022

Authorize the City Manager to approve payment to California Water Service in the amount of $155,731 for the installation of six fire hydrants and one irrigation service along Riggin Ave between Akers St and Demaree St.

 

June 3, 2019

Authorized the City Manager to award a sole-source professional design services contract to 4 Creeks, Inc., for design of Riggin Avenue widening from Akers Street to Kayenta Street for an amount not to exceed $96,093.00. (CIP: 3010-72000/CP0304-999)
